OKLAHOMA. 1120, July 23 at 1517 UT, approaching Tulsa from Enid on US
412/Cimarrón Túrnpike, KEOR/KETU is on with regional Mexican music, so I decide
to stick with it as long as possible for any announcement. But it dumps off the
air at 1531* and never comes back until afternoon of July 24, (as far as I
notice from several rechex), circa 1800 UT; but around 2200 UT it`s gone again.
What a sorry excuse for a radio station.
In advance I had searched the
FCC website on Facility 3651 (as KETU, but low number may show how old it really
is from the Atoka KEOR days, call which was still being uttered a few months
ago, despite alleged change to KETU), for any sign of a local address, but only
find references to licensee off in Springdale AR, La Zeta 95.7 Inc.
Even
so, aren`t stations required to maintain a Public File somewhere in the
Community of License (Catoosa OK)??? Also unfound in local phone directories
under either call. I had better things to do in Tulsa than spend time trying to
track it down; had already located, visited and photographed the transmitter
site in February 2009, which is really in Sperry, not Catoosa, or Tulsa; when it
was newly moved in from Atoka OK 1110 in order to open that frequency for KVTT
in The Metroplex TX.
Quite
possibly there is no local office and certainly no studio beyond what automation
equipment may reside at the transmitter site.
At one time, this station
was connected to KJMU 1340 Sand Springs, but that remains off the air completely
(at least while I was there, and Bruce Winkelman is never hearing it, I think.)

morning we continued to hear the countdown from KZZW Mooreland/Woodward stunting
toward a new Unbalanced format. One stunt robotic announcement between
countdowns was simply ``8675309`` which sounds suspiciously like a phone number,
but I haven`t tried it. With some tropo assist, signal held up until approx.
I-35 on our US 412 way to Tulsa, with increasing CCI from KRXO OKC translator to
the side, and ultimately overtaken by 104.5 KMYZ Pryor/Tulsa. We weren`t back in
range in time to hear the much-anticipated Z minus 0 days, 0 hours, 0 minutes, 0
seconds projected for approx. 2100 UT July 24, but shortly were hearing current
rock hits, apparently, and 0230 UT July 25 ID as ``Your party station, 104-5
KZZW``, which we now may safely avoid after all the excitement (Glenn Hauser,
OK, DX LISTENING DIGEST)
** OKLAHOMA. 105.7, July 23 at 1424 UT, open
carrier/dead air from new KRCR Alva, still so at 1435, enough to mostly block
reception of KROU, 105.7 Spencer, the relay of OU`s KGOU where we were formerly
able to hear it on road east of Enid, as well as south (Glenn Hauser, OK, DX
LISTENING DIGEST)
** OKLAHOMA. 107.5, all during our July 23-24 visit to
Tulsa, NO signal from KOSN Ketchum-Tulsa, the full-power relay of KOSU, and
consequently neither the translator dependent on it closer to Tulsa on 107.3.
This allowed Wichita to poke thru on 107.3. However, KOSU direct is more or less
audible in the Tulsa fringe on 91.7; and so is 90.1 KUCO Edmond/OKC for
classical music: both are fortunate to have clear frequencies into Tulsa where
they could well be blocked at ~100 miles away. Then found this on the KOSU
website:

On the way to Tulsa I was surprised to hear how well the ``powerful``
new 250-watt KOSU 94.9 translator in Ponca City was coming in on a stretch of US
412, altho unnecessary compared to 91.7 source (Glenn Hauser, DX LISTENING

not the good signal we had been getting from the temporary NBC relay via
Shepparton, AUSTRALIA, which was expected to be over about now (and Aoki shows
it until July 22, but from Brandon, which we do not believe). But what could
this be? Nothing else scheduled in Aoki, but HFCC has an imaginary RUS/VOR/GFC
registration in Chinese-Mandarin, 100 kW, 218 degrees from Khabarovsk at
1000-1400 thruout the A-15 season. Maybe it was one last gasp really from a
weaker Brandon? Even that should have been stronger. Maybe it was a spur or

LA LEGGE APRE AGLI OPERATORI PRIVATI IN ONDE MEDIE
Il 23 luglio 2015 il Senato della Repubblica ha approvato - in via definitiva - il disegno di legge europea 2014, (http://www.senato.it/3818?seduta_assemblea=600), ora in attesa di pubblicazione nella Gazzetta Ufficiale della Repubblica Italiana.
Tra le disposizioni normative approvate, di nostro interesse l’articolo 4, che prevede l’assegnazione delle frequenze radio in onde medie a modulazione d’ampiezza anche “a soggetti nuovi entranti”.
Art. 4.
(Disposizioni in materia di servizi di radiodiffusione sonora in onde medie a modulazione di ampiezza. Caso EU Pilot 3473/12/INSO)
1. Dopo l'articolo 24 del testo unico dei servizi di media audiovisivi e radiofonici, di cui al decreto legislativo 31 luglio 2005, n. 177, è inserito il seguente:
«Art. 24-bis. -- (Assegnazione dei diritti d'uso per le trasmissioni di radiodiffusione sonora). -- 1. Nel rispetto delle risorse di frequenze e delle connesse aree di servizio attribuite all'Italia e coordinate secondo le regole stabilite dall'Unione internazionale delle telecomunicazioni (UIT) in base al Piano di radiodiffusione -- Ginevra 1975, le frequenze radio in onde medie a modulazione di ampiezza (AM) possono essere assegnate dal Ministero per le trasmissioni di radiodiffusione sonora, compatibilmente con gli obblighi del servizio pubblico di cui al presente testo unico e con i relativi piani di sviluppo, anche a soggetti nuovi entranti, previa individuazione dei criteri e delle modalità di assegnazione da parte dell'Autorità, tenuto conto dei princìpi di cui agli articoli 27, comma 5, e 29, comma 3, del codice delle comunicazioni elettroniche, di cui al decreto legislativo 1º agosto 2003, n. 259, e successive modificazioni, e in modo da consentire un uso efficiente dello spettro radioelettrico, anche promuovendo l'innovazione tecnologica»
E’ la prima volta che la legge italiana riconosce anche agli operatori privati il diritto di trasmettere in onde medie, potendosi così affiancare alla RAI (della quale residua in onde medie la sola programmazione di RAI-Radio 1).
Lo Stato italiano intende così porre termine alla procedura di infrazione avviata dalla Commissione Europea su richiesta di Giorgio Marsiglio, autore della denuncia contro il divieto di trasmettere in onde medie da parte di operatori diversi dalla concessionaria di Stato, divieto che altrimenti sarebbe durato almeno sino all’effettiva implementazione della tecnica digitale nelle trasmissioni radiofoniche ed allo sviluppo del relativo mercato in Italia.
Nonostante la soddisfazione di questo intervento legislativo che, integrando la disciplina del Testo Unico dei Servizi di Media Audiovisivi e Radiofonici (TUSMAR), ha finalmente aperto uno spiraglio affinché gli operatori privati possano trasmettere in onde medie in riconosciuta legittimità anche dallo stato italiano, a parere del denunciante due sono i vizi che rendono ancora insoddisfacente il testo normativo:
- viene affermata la necessità di limitare i diritti d’uso delle frequenze in onda media, prevedendo di conseguenza la necessità del rilascio di apposite concessioni, anziché consentire a tutti gli interessati il diritto di trasmettere mediante una semplice autorizzazione;
- non viene indicato alcun termine entro il quale l’Autorità per le Garanzie nelle comunicazioni (AGCOM) dovrà individuare i criteri e le modalità di assegnazione della concessione a trasmettere e, conseguentemente, il Ministero dello Sviluppo Economico (MISE) procedere al concreto rilascio del titolo.
Un passo concreto è stato comunque fatto verso la libertà di trasmettere nelle onde medie italiane e, anzi, ogni ritardo delle Autorità non potrà che essere addebitato a loro sfavore. In proposito si ricorda che – come è stato autorevolmente affermato dalla Corte di Cassazione sin dal 17 ottobre 1984 (vedi sentenza allegata) – l’inerzia del legislatore, protratta indefinitivamente, priva il soggetto di esercitare un diritto costituzionale a lui riconosciuto. [per la segnalazione di tale preziosa sentenza, va ringraziato Massimo Lualdi che la cita a pag. 129 della sua opera “Il concetto giuridico di ambito locale nel sistema radiofonico italiano alla luce dell’evoluzione tecnologica”, reperibile in http://www.planetmedia.it/cgal.pdf].
In conclusione, chi già trasmette in onde medie in ambito locale (e abbia però reso noto al Ministero l’intenzione di trasmettere mediante la presentazione di una SCIA-segnalazione certificata di inizio attività) continui a farlo fino a che l’AGCOM non avrà stabilito e reso noto criteri e modalità di assegnazione delle concessioni a trasmettere: come si ha già avuto occasione di affermare, egli sarà forse considerato un pirata, ma certo non un clandestino: una distinzione non di poco conto per i nostri giudici e di grande valore per gli operatori radiofonici.

getting 5/5 kW WNAX at this time of night, yet nothing from KLIF, XEBJB, Radio
Reloj, Las Cruces or anything else! WNAX is audible all day on groundwave, but
always way below KLIF Dallas, which is twice as close, but with unfavorable E-W
patterns day and night for us. WNAX night pattern is supposed to throw most
signal slightly east of north, minor lobes to SW and SE, while day pattern is
ND. As of a year ago, WNAX format was news/talk, not sports talk per se:
hypothesis, maybe they had carried a late/west coast silly baseball game, and
forgot to go off day pattern; but how did they get rid of the other 570s? I
don`t think there was an ionospheric disturbance wiping all normal signals out
