Japan to broadcast radio program for North Korea abductees on more frequencies

The government plans to broadcast its shortwave radio program aimed at Japanese abductees in North Korea on more frequencies in the next fiscal year, Chief Cabinet Secretary Yoshihide Suga said.
The program, “Furusato no Kaze” (“Wind from the Homeland”), is broadcast in Japanese and Korean, and includes information on Japanese policy on North Korea and the abduction issue, messages from relatives and friends of the abductees, and familiar Japanese songs, according to the government website on the issue.
Suga told a news conference Monday that the government’s abduction issue headquarters has requested that the necessary funds to add broadcast frequencies be included in the fiscal 2017 budget.
“The government values this broadcast as part of our efforts so that the abductees can return home as soon as possible,” Suga said.
The program, updated weekly, consists of roughly 30 minutes of content in each language and is aired daily on a number of shortwave frequencies at alternate times.

** AUSTRALIA. 12085, Dec 24 at 1349, this RA frequency is unusually weaker than 12065, reverse of usual situation due to azimuths, a mixup? By 1402, back to normal and both much weaker than the Oklahoma service on 9580 (Glenn Hauser, OK, DX LISTENING DIGEST)

** BOLIVIA. 5952.48, UT Sun Dec 25 at 0223, Radio Pio XII leading up to a misa, S9-S7 and stronger than hetter 5950 WRMIBS at S7-S6. 0225 mentions Pio Doce, and over to a non-SS YL correspondent. Already off at 0239 recheck: I was expecting them to stay on late for an Xmas eve midnight mass. 6134.8 Radio Santa Cruz also off by now, ceding to the Apparition on 6135.2.

I also scanned the 90 and 60 m bands a few times, but found nothing unusual for Xmas eve, such as reactivations or prolonged schedules of the few LA stations left. Maybe better luck on New Year`s Eve (Glenn Hauser, OK, DX LISTENING DIGEST)

** CUBA. 5040, Dec 25 at 0140, RHC is S9+30 of dead air, still so at 0218. No monitoring session would be complete without some foulup by RHC (Glenn Hauser, OK, DX LISTENING DIGEST)

** GERMANY [and non]. 11650 & 9790, Dec 24 at 1907, JBA carriers on two of the publicized frequencies for NDR`s annual Xmas eve broadcast for mariners, `Gruss an Bord`. I knew it would be rather pointless to try to hear it in deep landlocked North America; nothing audible on other listed frequencies 9810, 9740 (which turned out to be on 9470 by mistake), 6145, 6125. 

Second bihour is on a mostly different set of frequencies; checked amid at 2204: JBA carriers on 9590, 9765; 9830 JBA but fighting a local birdie; 9650 weak signal barely modulated but later in French, likely Guinea; nothing on 5935 or 6145, the latter reported to have been turned off by Armenia before the second segment (Glenn Hauser, OK, DX LISTENING DIGEST)

** KOREA SOUTH. 1566, Dec 24 at 1335, JBA carrier from NW until cut off about 1344:33* for antenna/language switch of HLAZ, FEBC Jeju Island. Back on and weaker a few seconds before 1345 for Chinese succeeding Japanese. Signal is fading more than usual; no TP carriers found elsewhere on MW band complete 9-kHz scan, not even at the low end. (I have often been filing this under unID, but with the known break in carrier time, it`s quite definite even if no audio copied) (Glenn Hauser, OK, DX LISTENING DIGEST)

** MADAGASCAR. 5008.2vv, Dec 25 at 0139, wishy-wobbly carrier is already on from presumed RNM, soon slides down to 5007.8. But recheck at 0218, nothing heard around 5008 (Glenn Hauser, OK, DX LISTENING DIGEST)

** MADAGASCAR. 17640, Dec 24 at 1808, MWV with American advice on family finances and gift-giving, segment produced by AIMF for APR. Good at S9+10, the SSOB on 16m with nothing but weak 17790 WRMIBS for comparison (Glenn Hauser, OK, DX LISTENING DIGEST)

** NETHERLANDS [non]. 6145, Dec 25 at 0135, The Mighty KBC seems a bit undermodulated from Nauen, reads S9. 0150 recheck, asking for and providing fart sounds for the studio dog, SFX or real? It seems there is a good chance that any random tune-in to KBC will find Uncle Eric on his fart trip, never gets old for him. Well, it certainly is distinktive; hardly any other SW stations are even known ever to mention them, let alone air them (Glenn Hauser, OK, DX LISTENING DIGEST)

** NEWFOUNDLAND. 6159.97, Dec 24 at 2222, JBA signal here in English, no doubt CKZN, which I had not been hearing for a few nights and wondered if they were off like CKZU. Apparently just not propagating.

Philip Hiscock (in St. John's, Newfoundland, about 7 km in a straight line from the transmitter), had replied, ``Glenn, I just tuned to CKZN 6160 kHz and it is on air right now. It is just after 1400 UT on Sat 24 Dec 2016`` And Richard Langley replied Dec 24: ``Weak signal from CKZN here in New Brunswick with just the Tecsun PL-880's whip antenna indoors at 1700 UT with the NRC time signal`` (Glenn Hauser, OK, DX LISTENING DIGEST)

** NORTH AMERICA. 5150-AM, Dec 25 at 0141, pirate music at S9, about equally weak to WBCQ music on 5129.8. 5150 is the ``relay pirate` frequency. Still music audible at 0220. Nothing around 5120 now where another ``WBCQ`` was previously heard (Glenn Hauser, OK, DX LISTENING DIGEST)

** RWANDA [non]. 15419.97, Saturday Dec 24 at 1812, S9+10 in African language, lo fi with hum, reminds me of R. Munansi for Uganda which has been and apparently still is on very weak 15240 WWRB at same time. Still going at 1830 and at 1848 I can tell it`s not // 15240. Nothing but M&M conversation whenever I check, until 1859.4 cut to a few seconds of African choral music, and off before 1900*. 

Turns out what I have been hearing is Radio Itahuka`s weekly broadcast, 1800-1900, 250 kW, 315 degrees via MADAGASCAR, also good for North America far beyond, explaining the good signal, better than most on 19m. It replaced Radio Inyabutatu in November, and Kai Ludwig refers to their website 
which is mostly in Kinyarwanda, but one item in English, including a certain disdain for Pres. Kagame: ``President Kagame has threatened to kill other nations’ elected Presidents and in some cases, strong evidences and testimonies suggest that he did in fact kill Presidents of other countries.`` Radio Itahuka pertains to the Rwanda National Congress opposition to Kagame (Glenn Hauser, OK, DX LISTENING DIGEST)

** SPAIN. 15500, Sat Dec 24 at 1511, REE music is S9+10 here, better than 15390 S6-S9, both of which are better than the so-called North American service on 9690 at S5-S8. 17755, probably the fourth transmitter, a JBA carrier at 1539 (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 2000-USB, Dec 25 at 0158, weak MARS-like net right on the edge of the 160m hamband. Two-way contacts in American English, bothered by a local birdieblob. S4 level. Someone says that five stations have major problems with malware. Many Merry Christmas greetings. Mostly abbr`d calls such as KY7 and AR2. Once a complete(?) call as AA4KY7; also AA5EF; M5A; AAA5RJ. Calls always given fonetikaly but still hard to copy at weak levels. 0206 talking about closing the net. What is this, exactly? (Glenn Hauser, OK, DX LISTENING DIGEST))

** U S A. 3916-LSB, UT Sun Dec 25 at 0129, ho-ho-ho, Santa Claus is talking to kids; strangely, I never hear him give his own callsign. Is that kosher? Otherhams are managing the contacts, and quite a queue has built up waiting to do so. KB3AYY is called, also N1LPE. Huge signal S9+40 from W3CJW; W8MGM in Michigan. CQ North Pole. Santa says about the same thing to each kiddie whose own voices are hard to hear: ho3, go to bed early, have some milk & cookies ready for me, gotta go, lots of work to do. Someone else announces that the Santa Net can be reached by FB under that two-word name; or e-mail KE5GGY@gmail.com  Still going at 0232. I gather that this has been underway for about a week, but presumably no more after tonight (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 4601-USB, UT Sun Dec 25 at 0127, NCS, Triblade 31, announces it`s ``the NORAD Santa Tracking Net``! (Hijacked from Civil Air Patrol.) She and most of them emit a beep when they are ``over``. Others heard includ Wildwood 23, asking for more check-ins; Triblade 19, 15. At 0134, Red Robin 8 announces the weight of Santa`s sleigh when loaded with gifts: 60,000 tons. At 0154, NORAD reports Santa is making progress toward Greenland. At 0214, 3 minutes from Labrador; Triblade 60 called or spoke. At 0235, much stronger S9+30 signal than the others have been, another YL, NCS Bluebird 30, says Santa is at Willemstad, Curacao, and will be in Caracas in about 10 seconds. KFKB-1490 Forks WA to go dark this month
Programming is moving to one of the HD channels on KBDB-96.7:

! KFKB 1490 has been a WORLD OF RADIO affiliate for several years. The website says Sunday 3 am (PT) but I was told months ago that it changed to 4 am PT (=1200 UT winter/1100 UT summer).

November 29, 2016 News --- Forks Broadcasting Moving

Forks Broadcasting is moving its studios and offices to a new location this week – and Forks 1490 radio is moving to a new location on the radio dial. CEO Mark Lamb says the station’s move to 51 Spartan Avenue in Forks means a shift in programming as well.

Most new cars are already equipped with HD-radio – and the signal has a better range and sound quality than the old AM terrestrial signal.

Both moves are expected to take place at the beginning of next week.  For information on how to tune in FORKs 1490 on HD, or on how to get your own HD radio go to HD.Forks1490.com (via DXLD)

** U S A. 9930, Sat Dec 24 at 1905, WTWW-2 with `Theater Organ of the Ozarx`, marred by some IADs, already playing Xmas carols, a mixture, but seem more secular than sacred. At 1932 Bob Heil refers to this being the midpoint rather than end of program, and indeed continues for another semihour this week. 2002 outro refers to Saturday night, nothing about Saturday afternoon. NO WTWW ID, and re-opening TOOTO, for another hour, another episode, or repeating? ** VATICAN. JBA carrier on 11625; JBA carrier on 7275 underneath an LSB ham; JBA algo on 6080, 6185 (could be Mexico), at 2204+ Dec 24 frequencies scheduled until 2230 for Xmas eve VR specials, each in a different language, but none good here. UNIDENTIFIED. 2520, Dec 24 at 1343 UT, S7 carrier, open or just barely modulated? Suspected WOCO Oconto WI second harmonic. If I ever wake up by 1300 UT must check for it then. Still audible at S6 by 1402 (Glenn Hauser, OK, DX LISTENING DIGEST)

UNIDENTIFIED. 12024.99, Dec 24 at 1350, S7-S9 open carrier except for hi-pitched DSB tone of ~1270 Hz. Some flutter; 1358 brief break in carrier, then continues past 1407, but off at 1414 check. Nothing scheduled now on 12025, only AIR Goa at 1600-1830. I tune past here almost every morning and this is heard for first time (Glenn Hauser, OK, DX LISTENING DIGEST)

CSA invites expressions of interest to broadcast a radio service on 162


"In order to determine whether the Commission should initiate the procedures necessary to appeal the 162 kHz frequency, it decided to issue a call for expressions of interest for the broadcast of a radio service on the 162 kHz frequency.

Responses are expected no later than  16 January 2017."

K7RA Solar Update


Over the past reporting week (December 15-21) solar activity was little changed from the previous seven days, although on two days (December 16-17) there were no sunspots. Average daily sunspot numbers declined two points from 13 to 11, and average daily solar flux bumped up one point to 73.2.
 
Average planetary A index changed from 13.3 to 7.9, and average mid-latitude A index from 9 to 5.7.
 

The outlook for the next month shows daily solar flux in a big downward adjustment for the next week, compared to the forecast in yesterday’s ARRL Letter. The average predicted solar flux Wednesday on December 23-28 was 84.2, but in Thursday’s forecast it dropped suddenly to 62.

Congonhas, Minas Gerais, Dec 3 at 2218, on 4774.964, rather than R. Tarma, Perú which he had way down on 4774.910 (Glenn Hauser, OK, DX LISTENING DIGEST)

** CUBA. 6000, Dec 24 at 0057, RHC Spanish at end of `Mesa Redonda` diversion, TV audio track, with quite suptorted modulation. Dead air for a couple minutes, then ``Ed Newman`` opening English which is equally degraded; wiggle that patchcord! Better but as usual undermodulated on // 6165 (Glenn Hauser, OK, DX LISTENING DIGEST)

** KURDISTAN [non]. 11600, Dec 23 at 1354, triumphal music at S7-S9, 1300 IDs as Denge Kurdistane, presumably via PRIDNESTROVYE, and talk. Plenty modulation (Glenn Hauser, OK, DX LISTENING DIGEST)

** MADAGASCAR. 5012v, Dec 24 at 0226, a very distorted blob of something seems to be separate from 5015 WRMIBS but overcome by it, so is RNM around here at this moment, as nothing is heard wobbling around 5008v? But by 0305 check, now it`s 5008.1, constantly varying must be RNM with music at S6, and I no longer hear the 5012 blob (Glenn Hauser, OK, DX LISTENING DIGEST)

** MEXICO. 730, Dec 24 at 0151, three canned ``[E]stereo Fiesta, 107.1 FM, 700-30 AM`` IDs by super-hype voice actor within two minutes, as XEHB Hidalgo del Parral, Chihuahua is now known, outdating WRTH 2017 already on this which still shows ``Ke Buena``; and IRCA Mexican Log 2015 with that plus ``Viva Villa``. Axually, this is hardly news, first reported in August *2015*, NRC IDXD by John Wilkins, CO:

``730 MEXICO XEHB Hidalgo del Parral, Chih. AUG 6 1150 - Orchestral anthem followed by FM-only ID at 1151: "Escucha Estereo Fiesta XEHB-FM Estereo Fiesta..."; also gave address on Ortiz Mena Boulevard and mentioned Grupo Radiorama; back to music after the ID. Good signal and alone on the frequency, probably already on 25 kW day power. New slogan, ex-R. Viva Villa, ex-La Ke Buena. [Wilkins-CO]``

XEHB is totally and typically dominating frequency on caradio, forget XEX or any other NAFTA country, and obviously on 50 kW day power instead of 1 kW night as listed (Glenn Hauser, OK, DX LISTENING DIGEST)

** MEXICO. 770, Dec 24 at 0257 explaining what a Villancico is, 0259 ID as ``Radio Fórmula de Monterrey``, i.e. XEACH, 25/1 kW. Dominant on my N/S antenna, while KKOB is on the E/W, see USA (Glenn Hauser, OK, DX LISTENING DIGEST)

** NEWFOUNDLAND. 6160-, Dec 24 at 0241, not even a carrier from CKZN; nor have I heard any the last night or two. We know CKZU is off, so is CKZN too, or just too far into the auroral zone, and/or too high a frequency, to propagate? (Glenn Hauser, OK, DX LISTENING DIGEST)

** NORTH AMERICA. 6924.13-AM, Dec 24 at 0231, distorted song at S6 from unID pirate, 0234 Jingle Bells version. No reports yet of anypirate UT Dec 24 at hfunderground, but 4+ hours earlier, Chris Smolinski had ``Liquid Radio 6925 AM 2215 UTC 23 Dec 2016 - Quite weak, but I can hear the thumping music``. ** NORTH AMERICA. 5792.0, Dec 24 at 0308, [Station YHWH] preacher can be heard at S8-S9. Checked earlier, was still not on by 0302. His favorite time and frequency lately (Glenn Hauser, OK, DX LISTENING DIGEST)

** OKLAHOMA. 960, Dec 24 circa 0145 UT, I`m a few blox from the KGWA transmitter site in NW Enid, looking for Xmas lighting displays, so also try to hear the plus/minus 80 kHz spurs on exactly 880 and 1040, which I have detected further at home in daytime --- no trace, vs KRVN and WHO. Will have to try for these and maybe more in full daytime near site (Glenn Hauser, OK, DX LISTENING DIGEST)

** OKLAHOMA. 1300/1330/1360 and 1420/1450/1480, Dec 23 circa 1945 UT after dining at Pizza Inn across the street from 1390 KCRC transmitter and studio site in Enid, once the caradio is away from a noisy spot, I go after the perpetual spur field of KCRC. The closest pair, 1360 & 1420, are plenty loud as junior 1390s, here overriding KTJS OK and KPHN KS, which further away in Enid, can be detected as hets against the not-exactly plus/minus 30 kHz spurs from 1390. I`ve also heard much weaker hets on 1330 vs KNSS KS and 1450 KGFF/KSIW OK, and up close they are of course much stronger. Now the supreme catches: plus/minus 90 kHz JBA spurs causing hets on 1300 KAKC OK and 1480 KQAM KS/KBXD TX. But not enough another 30 kHz out to hear anyhets on 1270, 1520. Way to go, Hiram, seven frequencies for the price of one (Glenn Hauser, OK, DX LISTENING DIGEST)

** OKLAHOMA. 89.5, Dec 24 at 0045 UT, approaching the ``Singing Xmas Trees`` animated light display near Oakwood & Oak in western Enid on a lot vacant except for a capped oil well, the Part 15 music track transmitter must be weaker than before, as I have to park closer to get a fully quiet signal on the caradio. Crawler on display says it`s ``choreographed`` by Chisholm High School, and for the first time credits the music as provided by ``Home Free``, whatever that is.

The other animated light & music show further west in Enid, surrounding a house at the south-side intersexion of Pheasant Run and Club House Drive, as reported in DXLD 15-52 on 97.7, is a no-show this year. Several other cars were driving around aimlessly in the neighborhood seeking it. Plenty of silent and static Xmas lighting tho. The big fad for the first time this year is projexion of flakes, stars, etc. (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A [and non]. 12050, Dec 23 at 1346, no signal from WEWN Spanish, but instead Chinese, i.e. CNR1 jammer against RFA Tibetan via Kuwait, this hour only. By 1403, WEWN is on but only S4 with dead air except for some hum. This is supposed to start at 1300, I think.

The SW frequency schedule at
is dated 30 Oct 2016 to 3 March 2017, why? USA DST in 2017 does not start until Sunday, March 12. It shows a 4-hour difference between `EDT` in the left time column, and UTC on the right! So which one are we to believe? Altho WEWN is never heard on more than two frequencies at once any more, it continues to pretend to be on three. The middle column for S America/Caribbean is the imaginary one, with silent 11870 and 13830, but shows 12050 in use at 1000-1700, and 12050 is ALSO in the other Spanish column, 155 degrees for Mexico and Central America at 1300-2400 (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 5059.2, Dec 24 at 0224, second-order spur from 5085 WTWW-2 Xmas music, i.e. 2 x 12.9 = 25.8 kHz below, much weaker than first-order spur on 5072.1, with some music audible there, not usually the case (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 770, Dec 24 at 0259 UT, after getting XEACH on the N/S antenna (see MEXICO), on the E/W antenna a full ID as ``Happy holidays from 94.5 FM and AM 770 News Radio, KKOB Albuquerque``, bong and CBS News still exists. Seems to be a slight reverb, implying I am getting not only the main 50 kW transmitter in the North Valley, supposedly protecting WABC, but also the 230-watt night-only fill-in from Santa Fe. Someone recently claimed a log of Santa Fe based on double audio, but I wonder just how much out of synch they were and are? 

Also, the 2016-2017 NRC AM Log does not show any FM simul for KKOB. Is 94.5 new? Nor does the WTFDA FM Database, with only two 94.5`s in NM:

So NM`s #1 commercial AM station has recently had to get on FM to let a mere translator wag its dog. Apparently just acquired it from Air One/KQRI. It`s on Sandia CREST, not Sandia the town/res, which does make a big coverage difference even with 250 watts --- if there is no co-channel. 

Which there is. I always anticipated, while approaching ABQ from the east on I-40, emerging from Tijeras Canyon and picking up the 100-kW Gallup on 94.5 which at that elevation has a line-of-sight, unlike further down in the valley. Maybe still can get it in spots, as even some of the bigsigs atop the Crest are blocked within the canyon. But not a pretty picture.

The *real* KKOB-FM was and presumably still is, on 93.3, 20 kW from the Crest, but separately programmed from 770/94.5 with CHR. Turnabout: in Gallup, 93.3 is blocked by a local gospel-huxter translator, K227CB (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 880, Dec 24 at 0256 UT, it seems that KHAC AZ is off, as I am hearing only KRVN and some weak Spanish music on USB. Then I realize I am on the N/S antenna, and switching to the E/W antenna, there`s KHAC religioning on USB side only (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 1420, Dec 24 at 0249 UT tune-in, ``Information Radio 1420, KCON[?]``. Not at all sure of the call but best fuzzy match is KTOE, Mankato MN, 5/5 kW U2, ``Your Information Station`` per NRC AM Log 2016-2017. Night pattern goes NE/SW, good for us, null toward WOC IA which is what I usually get and was expecting to hear now, on its own WSW lobe. Fortunately, night signals can overcome the KCRC spur but still be hetted; see OKLAHOMA (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 1480, Dec 23 at 1838 UT, S Asian music is audible, mixing with KQAM Wichita with usual slow SAH produced by KBXD Dallas. Midday skywave, 6 minutes after mean noon, is funxioning over a 400-km path, with sun about as low as it can go. SAQ Transmission on Christmas Eve, Saturday Dec 24, 2016

We are now planning for the traditional transmission with the Alexanderson 200 kW alternator on VLF 17.2 kHz on the morning of Christmas Eve, Saturday, December 24. The message transmission will take place at 08:00 UTC and the transmitter will be tuned up from around 07:30 UTC.
Since the plant is old, there is always the risk that the transmission will be cancelled with short notice. An updated information will be published on our website www.alexander.n.se.
NOTE: There will be live video streaming from the transmission on www.alexander.n.se

Japan to broadcast radio program for North Korea abductees on more frequencies

The government plans to broadcast its shortwave radio program aimed at Japanese abductees in North Korea on more frequencies in the next fiscal year, Chief Cabinet Secretary Yoshihide Suga said.
The program, “Furusato no Kaze” (“Wind from the Homeland”), is broadcast in Japanese and Korean, and includes information on Japanese policy on North Korea and the abduction issue, messages from relatives and friends of the abductees, and familiar Japanese songs, according to the government website on the issue.
Suga told a news conference Monday that the government’s abduction issue headquarters has requested that the necessary funds to add broadcast frequencies be included in the fiscal 2017 budget.
“The government values this broadcast as part of our efforts so that the abductees can return home as soon as possible,” Suga said.
The program, updated weekly, consists of roughly 30 minutes of content in each language and is aired daily on a number of shortwave frequencies at alternate times.

Pacific Islands News Association for ABC shortwave transmissions

The Pacific Islands News Association has joined the growing number of voices opposed to the Australian Broadcasting Corporation's decision to end shortwave transmission.

Much of the Pacific remains dependent on shortwave but the ABC said it is old fashioned technology and it will stop using it from the end of January.

PINA is a regional media umbrella group in the Pacific whose president, Moses Stevens said in the Pacific radio remains the most effective and efficient means of communication and source of information.

He said the ABC shortwave has been a lifeline for many rural people in the Pacific for almost 80 years.

The organisation has made a formal request for the ABC to reconsider its decision.

Ampegon to Update Shortwave Transmitters for Kuwait Radio

Swiss-based company Ampegon has accepted a contract from Al Rashed to handle the upgrade of five analog shortwave transmitters that are more than 20 years old for the Kuwait Ministry of Information in Al Kabd station.

The five transmitters were originally installed between 1992 and 1995.

Ampegon will refurbish all of the transmitters, and in addition upgrade three of them to full digital DRM integration and converted to the new transmitter control system UCS; this will include new motor drives within the tuning circuits.


Work on the transmitter is expected to start in January 2017.

Radio Inyabutatu quit shortwave

Radio Inyabutatu has quit shortwave and continues via http://radioinyabutatu.org only, for lack of listeners it seems. The shortwave slot has been taken over seamlessly, effective Nov 6, by another group of anti-Kagame exiles, this time in New York. http://www.radioitahuka.org

BBC Monitoring: MPs raise fears over service's future

BBC Monitoring, the UK service that translates and analyses global media, is in danger of becoming a "hollow shell", MPs have warned.

The government has moved responsibility for its funding to the BBC, which the Defence Committee said had "entirely predictably" led to cuts.

It added that BBC Monitoring was "vital" to diplomacy and business.

The BBC said it was "confident" the service would continue to meet the UK government's needs.

The government directly funded BBC Monitoring until 2013, when responsibility passed to the BBC under an agreement announced by Chancellor George Osborne in 2010.

The cross-party committee said this had left the service exposed, with around 100 jobs set to go unde r a re-structuring programme.

It expressed concern at plans to move Monitoring out of its current Caversham Park headquarters in Berkshire, where it operates alongside US counterpart Open Source Enterprise, because of potential disruption to information-sharing.

'Catastrophic decisions:'

Currently, Monitoring covers 25% of the globe, while Open Source Enterprise covers the remaining 75%.

The committee's report said: "The government uses open-source information for indicators and warnings of areas of instability and potential threats to UK security.

"The decisions made concerning the funding and governance of BBC Monitoring over the past decade or so have been woefully short-sighted and catastrophically ill-thought-out.

"A service that has the potential to be a vital tool in opening the world to UK diplomacy and business is in grave danger of becoming a hollow shell of its former existence."

A BBC spokeswoman said: "The media landscape has changed vastly since the creation of BBC Monitoring in the 1930s and we believe our planned restructure is vital to equip us for a world in which digital skills are far more important than physical location.

"We are confident that we will continue to meet the UK government's needs for open-source monitoring and they have told us they are happy with our changes."
