** ANTARCTICA. 15475.98 RC USB, Feb 26 at 1523, no signal from LRA36 into four Brasilian SDRs this Saturday, probably no-show, tho it might have come and gone by now, usually at least until 1530. Have seen no other reports of it today (Glenn Hauser, OK, WOR)

** BRAZIL. 9666.728, Feb 26 at 0737, R Voz Missionária back on tonight, S9-S6 but usual VG modulation with songs that sound more secular than sacred without being able to follow the lyrix. Very slow upward drifting trend continues. Last time I measured it was Feb 1 on 9666.561, or plus 6.68 Hz per diem on average, but it has not been steady (Glenn Hauser, OK, WOR)

** CUBA [and non]. 9700, Feb 26 at 0735, RHC English still on here at S9+30 but no others. Even 5040 is off by 0742 leaving a JBA carrier, presumably Vanuatu. Something`s always wrong wRHC (Glenn Hauser, OK, WOR)

** KURDISTAN [non]. Feb 26 I have spent several hours monitoring remotes for Dengê Welat and/or jamming.

9525 at 0504 via UTwente, S7-S9, martial music jammer like yesterday when it cut off at 0530* but today keeps going until 0600*. DW itself is again on 7350.

11530 at 1525 via UTw: jammer with same kind of martial music as last nights; while DW programming is on 11540, with some BBC-like sounders. At 1547 a brief clip in English. Off at 1559*.

9525 retuned to and at *1600 it seems to be just coming on with DW music and talk. 11530 via UTw still jamming against nothing with wailing and music, but off at 1608*.

Meanwhile recheck the skeds to get bearings, but neither seems correct today:

EiBi as of Feb 16: DW 11530 at 06-17 via Moldova, 17-19 France. Jammer 11530 at 06-19 via Emirler, but also ``anti-Kurdish tape`` at 06-16 on 11540. Also earlier: 7350 at 0330-0600 DW via France.

Aoki as of Feb 23: DW 7350 via France at 0330-0558, no jam; 9525 France 1558-2200 with jamming at 05-21. 11530 at 13-15 Moldova, 15-16 France, no jam. 11540 Moldova at 06-13, no jam listed.

Observer Bulgaria had new DW relays via Secretbrod/Kostinbrod as of Feb 23, but none of these heard on Feb 26: 07-14 15285 unchecked, 14-17 9480, 17-19 9550, 19-22 6180; 22-24 5945.

Back to what I do hear:

9525 at 1614, S8-S9 to Ireland SDR; 1630 abrupt switch from music to talk; more music past 1700. It`s notable that in all my hours of listening I never perceive a Dengê Welat ID or even mention in passing of either word, tho possibly somewhere in there and missed. I do hear Ukraine mentioned occasionally.

11530, at 1702, jam music against nothing via Ireland

9550, at 1709, no Bulgarian signal to Ireland.

9525 at 1730+, DW music via UTwente; occasional brief OTH radar clix such as at 1735, 1747, 1802, 1952.

9525 at 1739, I am shocked to hear the VOT interval signal tune, so is this really Turkey instead of DW? But this is a different version of the song with vocal lyrix.

11530 at 1741, jammer still on with music, crowd yelling. 1802 during martial music, speech over PA with reverb; heard via Ireland

9525 music before and after 1800 but YL talk at 1802. UTw stops at 1830 but I reboot as it had displayed 900 instead of max 750 users. 1835-1928 UT, I`m out paying exorbitant ever-rising cost of PO Box; and lunch.

UTwente now displays around 1460 users, constantly fluxuating.

9525 at 1928, DW music still via UTw.

11530 at 1929, jammer is now off into Ireland; nor on 11540.

6180 at 1933, another Bulgarian frequency absent into Ireland. Also at 2045, nor 9480 which I think I also checked earlier.

9525 at 1935, Ireland now hears both DW and JBA under, the jammmusic, finally on same frequency; but at UTw the two are mixing almost even level. Quite a cacophony at 2055 with both in music, but by 2105 only one is left on both remotes, I think DW.

At 2202, via UTw, no activity on any of the mentioned DW or jammer frequencies, not even 5945 Bulgaria.

Now UTwente shows ~1700 users! Must have expanded its capacity with huge demand thanks to Putin. Unfortunately there is no SWBC, let alone in English, from Ukraine or Russia, but one can try to hear MW such as 400 kW UR1 on 549. As discussed in the WOR iog, Ukrainian TV and radio can be accessed online. Previously scheduled English segments seem to have been suspended (Glenn Hauser, OK, WOR)

** OKLAHOMA. 515 MCW kHz, Feb 26 at 0744 UT, PN, 25-watt NDB at Ponca City is still off as it has been since Feb 23 (Glenn Hauser, Enid, WOR)

FCC: Amateur Service Licensees May Not Use Radio Equipment to Commit Criminal Acts

The FCC Enforcement Bureau has re-issued an earlier Enforcement Advisory that licensees in the Amateur Radio Service, as well as licensees and operators in the Personal Radio Services, are prohibited from using radios in those services to commit or facilitate criminal acts.

“The Bureau recognizes that these services can be used for a wide range of permitted and socially beneficial purposes, including emergency communications and speech that is protected under the First Amendment of the US Constitution,” the FCC said. “Amateur and Personal Radio Services, however, may not be used to commit or facilitate crimes.”

As it did in advisories in 2021, the Enforcement Bureau is reminding amateur licensees that they may not transmit, “communications intended to facilitate a criminal act” or “messages encoded for the purpose of obscuring their meaning.”

“Likewise, individuals operating radios in the Personal Radio Services, a category that includes Citizens Band radios, Family Radio Service walkie-talkies, and General Mobile Radio Service, are prohibited from using those radios “in connection with any activity which is against Federal, State or local law.

“Individuals using radios in the Amateur or Personal Radio Services in this manner may be subject to severe penalties, including significant fines, seizure of the offending equipment, and, in some cases, criminal prosecution.

“To report a crime, contact your local law enforcement office or the FBI,” the FCC advised.

On the morning of Thursday, February 24, the Ukrainian Amateur Radio League (UARL / LRU) circulated a message to radio amateurs world-wide and another to amateurs in Ukraine

Dear friends,

Early this morning russia launched a war with Ukraine.

Military facilities and airfields in some cities, including Kyiv, were shelled.

Аlso Ukraine was attacked from the east from the territory of russia, from the north from the territory of Belarus, from the south from Crimea.

Thanks from Ukrainian citizens to USA, Great Britain, Canada, Poland, Baltic countries, Czech Republic, some EU countries for help and weapons.

Martial law has been imposed in Ukraine today.

There is a ban on the operation of amateur stations in Ukraine for 30 days beginning today.

This morning, Russian President Putin declared war on Ukraine.
 
As Hitler once did, the Russian attack took place early in the morning, when Ukraine was resting peacefully before the working day.
 
Explosions erupted in many cities, including military units, warehouses, infrastructure and air defense. The occupiers used planes, helicopters, drones and cruise missiles that flew from Russia, Belarus, Crimea and Transnistria. At the same time, a ground operation began.
 
Fighting is currently underway, and the Armed Forces of Ukraine are repelling the aggressor.
 
The LRU informed international amateur radio organizations about Russia's military invasion of Ukraine. To date, there have been many reports from radio amateurs around the world in support of Ukraine.

Polish Radio launches news bulletins in Ukrainian to report on Russian invasion

Public broadcaster Polish Radio on Thursday began airing special news bulletins in Ukrainian, in response to Russia’s invasion of Ukraine.

The newscasts can be heard on Polish Radio 1, everyday after 10 a.m. and 5 p.m., Polish Radio’s IAR news agency reported.

News is gathered and presented by journalists from the Ukrainian section of Polish Radio’s External Service, also known as Radio Poland.

Broadcast on longwave, Polish Radio 1 is available not just in Poland, but also in Ukraine and almost all over Europe, IAR reported.

Effort to counter Russian disinformation

The three-minute news programmes are addressed to the Ukrainian expatriate community in Poland, as well as to Ukraine’s home population, said Andrzej Rybałt, director of Radio Poland.

He added that the bulletins would focus on the situation on the frontline, as well as the free world’s efforts to help Ukraine, and especially Poland’s drive to secure meaningful international sanctions against Russia.

Also covered will be the fate of the Ukrainian refugees fleeing the Russian invasion and the support provided to them by Polish non-governmental and church-based groups. In addition, journalists will report on all initiatives on the part of Polish politicians and the wider society to help Ukrainians based in Ukraine, Rybałt said.

He emphasised that the news bulletins would aim to dispel “disinformation and fake news produced by the propaganda machine of Putin’s regime,” which are part of Russia’s “hybrid war against the free world.”

'Credible, first-hand information'

Drawing on extensive contacts and teaming up with journalists and partners in Ukraine and Western countries, Polish Radio’s Ukrainian news programmes will seek to counter fake news and provide "credible, first-hand information" about the Russian aggression against Ukraine, Rybałt also said.

The Ukrainian-language newscasts are also an expression of solidarity with Ukrainian journalists, who are risking their lives to defend the whole Euro-Atlantic community against “a concentrated disinformation attack by the propaganda machine of the Russian aggressor," he added.

In the early hours of Thursday morning, Russia announced a "special military operation" against Ukraine to eliminate what President Vladimir Putin said was a "serious threat" against his country.

Despite appeals and warnings from the international community, Russia launched a full-scale invasion of Ukraine by land, air and sea, the biggest attack by one state against another in Europe since World War II, the Reuters news agency reported.

Top Polish officials have condemned Russia's attack on Ukraine and vowed to support the Ukrainian people.

** KURDISTAN [non]. 9525.005, Feb 25 at 0406, via UTwente, S9+5/15 of martial choral music with few announcements. At first I expected Dengê Welat as previously scheduled here, but conclude it must be the Turkish jammer. It also has a slight squeal which is a defect of at least one Emirler transmitter, tho certainly not the only such station. Still going at 0424; past 0500 weakening some until cut off at 0530*.

7350, Feb 25 at 0409, mostly talk in presumed Kurdish, really Dengê Welat here now as scheduled 0330-0600 via Issoudun, FRANCE. Mentions Ukraine and Russia. No jamming but ACI from 7355 Martí in Spanish, even at UTwente. Meanwhile nothing on 9550, one of four new DW relays via Bulgaria per Ivo, that one only at 1700-1900.

It`s Friday so I have to decide whether to listen to this or Spainglés on 9690 - billboard there says feature will be about ILO, which sounds pretty boring, onward to Ankara. Partial notes for the hour: 2312 the COVID 19 PSA, with good advice but *still* claiming that ``a vaccine is yet to be found``! At 2328 `Feeling Supreme`, this episode about tachycardia, fortunately a word I can recognize despite the heavily-accented YL. Something`s always erroneous at Emirler: transmission breaks off in the middle of it, 2329*-*2332 by when she is talking about remedies such as lavender, cinnamon. May I suggest further reading about tachycardia first such as what Mayo Clinic has to say. 2344 the outro for `Did You Know That?` about whatever I will knever know. Then the 2-minute multi-lingual ID loop filler; 2346 sign-off enumerating in rather jumbled order the English times and frequencies; announcer obviously not understanding what he is reading, e.g. ``in the 49 meter band and on 6125...`` The ``and`` does not belong since that implies they are separate things. Also still claims the 22-23 and 03-04 broadcasts are recorded, i.e. the summer not winter timings. Something`s always awry at Ankara. Another version admits that all the airings after 1330? are repeats so don`t expect Breaking News. Then into IS loop but cuts off air at 2352.7* before any German. Uncovering the CCCCCCI which had been just an undercurrent from Xinjiang PBS, standard denunciation. Thruout VOT there was breakup/crackling more than once a minute, not clear whether problem at transmitter or UTwente receiver or in between. Since it`s still happening to the ChiCom, we can now rule out an Emirleric cause (Glenn Hauser, OK, WOR)

** U S A [and non]. WORLD OF RADIO 2127 monitoring: confirmed first airings UT Friday February 25 at 0130 on WRMIs: UTwente maxed out at 750 users, unavailable, but 7780 S9+15 into Maryland SDR; 5850 S9+25/30 into Missouri SDR.

Also confirmed UT Fri Feb 25 at 0330 on WRMI 5985, S9+10/20 into Boa Vista, Brasil SDR, S9 into Knoxville, both with jamming ACI from 5980 unless narrowed.

NOT confirmed Fri Feb 26 at 1530 on WRMI 9955; gospel music instead at 1554 check direct. Without notice, but WOR still appears on the program skedgrid, along with 5 other DX/Media programs at 1530 every day except Sat TOMBS Sabbath. Are they gone too? This strip only started circa December 10.

NOT confirmed either Fri Feb 25 at 1915 on IRRS 7290 via Bulgaria. No signal at all into Carlow, Eire SDR while UTwente is still maxed out. This 19-20 UT transmission was missing already Feb 18, a 3rd Fri when WOR would have been pre-empted anyway, a fluke? But Feb 25, we see that 7290 has disappeared completely without notice from the IRRS/NEXUS-IBA schedules -- at least the days that will load, not including Thu, Sat, Sun. Are the other few IRRS SW segments gone too? With nothing but MW 1323 still added to streaming daily at 18-22 UT including the WOR times of Fri 1915, Fri 2130, and presumably Sun 2100; the only SW still exhibited is 15400 at 1600-1630 for Oromo National Media.

1323 monitoring at nearby Noale SDR Fri Feb 25, S9+5/10: 1901, usual Feature Story News in progress, 1905 UN News, 1908 music fill --- generally atop German from Romania, but at 1910 AM Italia fades down and Romania up; by 1915, AM Italia redominates with IRRS ``SW``! ID and right into WOR 2127, confirmed. Also confirmed Fri Feb 25 at 2130 on 1323, S9+10 with little QRM after Scottish music and IRRS address. Does not seem any stronger than before but this vague claim of increased power for Ukraine, a notice Feb 25 from Ron Norton via Alan Pennington, BDXC-UK:

The K7RA Solar Update

New sunspot groups appeared on February 17, 19, 20 and 21, but solar activity declined, even though sunspots were seen covering the sun every day.

Average daily sunspot number declined 21 points from 75.3 last week to 54.3 in the current reporting week, February 17-23. Average daily solar flux was down nearly 15 points from 110.1 to 95.4. On Thursday, February 24 the decline in sunspot numbers continued to 23, 31.3 points below the average in the previous seven days.

Average daily planetary A index went from 13 to 9.6, and average daily middle latitude A index was off by one point to 7.3.

Predicted solar flux is 95 on February 25, 100 on February 26-27, 105 on February 28 through March 2, 110 on March 3-4, 108 on March 5-8, 105 on March 9-11, 103 on March 12-13, 100 on March 14, 98 on March 15-16, 102 on March 17-19, 104 on March 20-22, 108 on March 23-26, 110 on March 27, 115 on March 28-29, then 112 and 110 on March 30-31, then 108 on April 1-4.

Predicted planetary A index is 5 and 10 on February 25-26, 8 on February 27 through March 3, 10 on March 4-5, 8 on March 6, 5 on March 7-10, then 15, 12 and 10 on March 11-13, 5 on March 14-18, then 8, 5, 12, 18, 15 and 10 on March 19-24, 5 on March 25-29, then 12, 15, 10 and 8 on March 30 through April 2, and 5 on April 3-6.

Weekly Commentary on the Sun, the Magnetosphere, and the Earth's Ionosphere, February 24, 2022 from OK1HH: "Solar activity gradually declined to very low levels with a slight chance of Class C flares. The solar wind speed and particle density fluctuate irregularly. The geomagnetic field was quiet to minor storm levels. Total solar radiation, accompanied by an irregular occurrence of enhanced geomagnetic activity caused a subsequent gradual decrease to overall below-average shortwave propagation conditions. A slight improvement can be expected in connection with seasonal changes with the approaching spring equinox."

I regularly check propagation on ten meters using FT8, low power, and a modest full wave end fed wire antenna that is mostly indoors on the second floor of my home. Sometimes I will see my coverage on pskreporter.info/pskmap.html concentrated in an area 2000-2300 miles away in Georgia and South Carolina, which is what I saw on February 24 around 1830 UTC. Twenty-four hours earlier I saw only two reception reports, none in the USA, with one station down in central Mexico and the other way down in Southern Argentina around 53 degrees south latitude. Very odd, but this being ten meters, soon the coverage changed, and I saw coverage across the East Coast.

Using this same modest antenna on 40 meters, where it is one quarter wave long, at 0330 UTC on February 25 I see coverage all over the United States, but only one station reporting my signal in Europe, at -17 dB from IZ1CRR in JN35TD.

On his QRZ.com page he says he is a shortwave listener, and not to call him on FT8 as he is listening only.

Even if you are not an FT8 operator, you could use pskreporter.info to discover propagation paths on different bands from your local area by searching for signals received from your grid square over the previous 15 minutes. This assumes there are other stations in your grid square active at the time.

In grid square CN87 in my area, there seem to be active local stations on at all times on every band. You should probably look for stronger signals with positive signal levels if you plan to use CW or SSB.

Propagation News – 27 February 2022

It was not an outstanding week for HF propagation with low solar flux index numbers and an elevated Kp index at times. The week started off OK with the ARRL DX CW contest. This went quite well with 15 metres open as far as the mid-west in the afternoon, even for modestly-equipped stations. But with a solar flux below 100 the bands were never going to be alight. Geomagnetic conditions were mixed as well, with two periods where the Kp index rose to five. One of these was probably due to the solar wind from an Earth-facing coronal hole, which we spoke about last week.

The trouble is there is another coronal hole on the solar surface, which will be Earth-centric on Friday. So we potentially have a geomagnetic disturbance lined up for Sunday or Monday once again.

Sunspot-wise, NOAA predicts that we may get a slight upturn with the SFI just tipping into the low 100s. But it says we can only expect a maximum of 105, so nothing to get too excited about.

But other than the aforementioned solar wind stream from a coronal hole this weekend, the prediction is for a more settled Sun with a maximum Kp Index of two.

Propquest confirms the conditions, showing that the extrapolated MUF figures—based on the Chilton ionsonde data—show a maximum of about 21MHz during the day, with very occasional openings on 24MHz at times.

We may be heading towards solar maximum, but we still have a long way to go.

VHF and up:

The weather will turn quieter for the coming week and although there will be some unsettled weather in the north and west at first, for most southern areas this weekend will start the sequence with a weak ridge of high pressure.

After a weakening front in the first part of the week, a new high will arrive and remain in control for much of next week. This could be good news for the 144MHz UK Activity Contest on Tuesday evening. Hopefully, some tropo will be left over for the RSGB 144/432MHz contest over the following weekend of 5 to 6 March, but at the moment it looks as though the high will be displaced a little to the west, leaving a colder northerly over the country and not ideal for tropo despite the pressure being fairly high.

Other modes are possible, for example, there’s always the chance of aurora and random meteor scatter. We are still in the closed-season for traditional sporadic E, and low levels of meteor activity, but it’s always worth a look at the beacons and clusters, just in case.

The Moon passed perigee today, so path losses are at their lowest, but combined with minimum declination yesterday Moon windows are short but increase throughout the week. Declination goes positive again on Friday.

144MHz sky noise is low to moderate all week, but the Sun and Moon are close to eclipse from 0900hrs Wednesday until moonset, making EME difficult, especially at VHF. (rsgb.org)
