Associazione Italiana Radioascolto: solo l'Assemblea Ordinaria decide su Radiorama!

Torno sulla decisione del Consiglio Direttivo dell'Associazione Italiana Radioascolto (che il 99% dei lettori del mio blog probabilmente non sa che cosa sia), di chiudere la pubblicazione cartacea dell'organo sociale "Radiorama" a far data dal prossimo 31 dicembre.

Dopo la pubblicazione del mio precedente articolo, il 19 luglio scorso [1], il silenzio totale continua a regnare su una decisione così delicata e, soprattutto, sulle domande cha abbiamo indirettamente rivolto all'Associazione.
Anzi, nessuno sembra proprio dire nulla.

L'imbarazzo è compensibile, il silenzio molto meno.

Non solo non si sa che cosa pensino di questa decisione gli stessi dirigenti che l'hanno approvata, stando a quanto riferito dal Presidente Venturi "dopo uno scambio di centinaia di email durato oltre un mese" [2], quindi, a sentir lui, dopo una fase vivacemente partecipata e travagliata.
La delibera del 5 luglio, del resto è stata approvata all'unanimità.

Non si capisce, quindi, la necessità di scambiarsi centinaia di e-mail in un lasso di tempo così lungo (un mese di discussione in Internet è una vita intera) se tutti erano d'accordo. Dunque, nessuno dei componenti il consiglio direttivo ha votato contrario. [3]

E questo è un dato granitico e inconfutabile.

Tanto inconfutabile che il Consiglio Direttivo dell'Associazione Italiana Radioascolto non si è accorto della cosa più importante: che non tocca a lui decidere delle modalità di pubblicazione di "Radiorama".

Loro, tutt'al più, possono fare una proposta, chi decide che cosa si fa e che cosa non si fa dell'organo ufficiale è l'Assemblea Ordinaria dei soci.

Non ci possiamo fare niente se l'Associazione Italiana Radioascolto si è data uno statuto che al comma e) dell'articolo 12 recita testualmente:
"L'Assemblea Ordinaria delibera in merito a: approvazione, su proposta del Consiglio Direttivo, delle modalità di pubblicazione e diffusione dell'Organo Sociale"[4]
Quindi, il Consiglio Direttivo propone e l'Assemblea dei Soci dispone.
Se la sono data loro questa regola, la colpa non è di nessuno.

E siccome per effetto dello stesso articolo dello Statuto [4], l'Assemblea Ordinaria dell'AIR si tiene di norma entro il 30 giugno, e la delibera del Consiglio Direttivo è del 5 luglio, occorre attendere la prossima Assemblea prima di poter chiudere baracca e burattini.

Per cui non si può dire, come dice il Consiglio Direttivo: "Ne consegue che la pubblicazione di radiorama su supporto cartaceo cesserà con il numero dicembre 2011" [3], perché dal voto all'unanimità del Consiglio Direttivo non consegue un bel niente se non l'obbligo di portare la discussione in assemblea. Dopo, e solo dopo, Radiorama di carta potrà andare in pensione.
E non si può indire un'assemblea straordinaria nel frattempo, perché il loro statuto (che, ripeto, si sono dati autonomamente e liberamente) prevede che su questa materia sia l'assemblea ordinaria a decidere (non quella straordinaria o il Consiglio Direttivo).

Se, poi, le persone che si occupavano della rivista non vogliono più occuparsene da soli, che si trovino altri volontari.
Se non ci sono i soldi l'associazione può essere sciolta e ne decadrebbe l'obbligo di mantenere un organo sociale.
Ma sono solo ipotesi. Ho già chiarito come dal gruppo di fans su Facebook dell'AIR si evinca che vi sono circa 2800 fan. Se ciascuno di loro tirasse fuori due euro, che non pesano a nessuno, l'AIR si ritroverebbe in cassa la non disdicevole sommetta di 5600 euro, più che bastevoli per far sopravvivere, magari con una periodicità più dilatata, la rivista fino alla prossima assemblea.

Sarebbero solo due euro a testa. Certo, non si può pretendere che gli aficionados dell'Associazione li tirino fuori per forza, ma ci si possono porre delle legittime domande sul perché non lo facciano.

** ANTARCTICA. 15476, I have been surreptitiously checking most mornings sometime between 1230 and 1400 for even a trace of a carrier from LRA36; still nothing July 22 at 1247 altho Turkey 15450 and China 15480 were audible. Last date heard by me, and I think by anyone, was June 16, as in DXLD 11-24 (Glenn Hauser, OK, DX LISTENING DIGEST)

** CHINA. Firedrake July 22;  before 1200:
 7990, JBA at 1142 in absence of bonker
11500, poor at 1153
12600, very poor at 1154
Only weak signals from anywhere propagating this early above 12 MHz

Before 1300:
11500, fair at 1242
12600, fair at 1242
13130, poor at 1239; none higher yet

15785, good at 1246, 1253-1300*. Current Aoki has nothing on 15785 to be targeted, but Sound of Hope has been on numerous frequencies above and below 15.8 MHz

Before 1400:
 9920, poor at 1355 barely detecting // 15900 while mixing with another signal, Chinese, with vocal music. Uplooked later, to my surprise, the victim is KNLS Alaska during this hour. I must not be 100% positive Firedrake was really here. See also GUAM [and non] 9910
11500, fair at 1352; none heard in the 10`s for a couple weeks
12600, very good with flutter after pause
15795, poor at 1311; this one is vs All India Radio in Chinese until 1315, usually with CNR1 jamming at least; 15785 FD before 1300 was much stronger

** ECUADOR [and non]. 6050, July 22 at 1126, weak Spanish with fast SAH, but no AH, i.e. MALAYSIA has just corrected its 6049.6v off-frequency, says Ron Howard. 1129 I can make out an HCJB ID, and 6--- frequency; 1130 3+1 auto-timesignal, then a bit of Morse code presumably HCJB introducing its morning newscast.

Note that the recalcitrant Arnie Coro still has RHC blocking HCJB in the evenings on 6050 at 0100v-0700, until HCJB closes just after 0500 (Glenn Hauser, OK, DX LISTENING DIGEST)

** GUAM. 5765-USB, July 22 at 1134, AFN interview about community service, not // NPR displaced via KOSU. 5765 has splash from 5755 WTWW but being on USB helps a little (Glenn Hauser, OK, DX LISTENING DIGEST)

** GUAM [and non]. 9910, July 22 at 1150, station in Chinese has continuous het of less than 1 kHz from carrier on hi side. It`s KTWR at 1100-1230. Are the ChiCom starting to jam Christian religious broadcasters too? See also CHINA, 9920 (Glenn Hauser, OK, DX LISTENING DIGEST)

** GUATEMALA. 4055, July 22 at 1126 I tried to hear R. Verdad`s Chinese segment again, but no signal by 1132. Lots of noise on band, but should have been able to detect it if on (Glenn Hauser, OK, DX LISTENING DIGEST)

** NETHERLANDS [non]. 9840, 9865, 9895, RNW in Dutch on three frequencies within 55 kHz, July 21 at 0510, overkill?. 9865 was best, followed by weaker 9840 delayed about 1 second, and equally weaker 9895 delayed about 4 seconds. At 0534, 9865 had gone away, and 9840, 9895 remained. But they are for quite diverse targets, not US.

9840 is 500 kW,  40 degrees from FRANCE to the Baltic
9895 is 500 kW, 120 degrees from Wertachtal, GERMANY to SE Europe

5955, 250 kW, 40 degrees from PORTUGAL to W/C/E Europe also detectable as het to R. República 5954.3v under the DentroCuban Jamming Command. That`s not all; RNW schedule also shows:

6165, 250 kW, 315 degrees from BONAIRE to W N America, until 0527
6125, 250 kW, 114 degrees from VATICAN to Greece and Turkey
6015, 300 kW, 245 degrees from AUSTRIA to France/Spain/Portugal
For a total of seven frequencies from six sites. Yet RNW can`t justify one frequency from one site for English (Glenn Hauser, OK, DX LISTENING DIGEST)

** SUDAN [and non]. 13620, July 22 at 0530*, the tone jammer goes off clearing R. Dabanga via GERMANY, as al-Bashir`s blockers still haven`t realized that since July 18, RD is staying on this frequency after Madagascar relay finishes at 0527, which as usual was stronger here (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 5845, July 22 at 1139, very poor signal with mix of WWCR DGS 5935 and BS 5890, another 45 kHz lower. The fundamentals were very strong, but 5845 would not go away even with maximum receiver attenuation, so I think it`s a transmitted spur. Leapfrog the other way on 5980 is blocked by the DentroCuban Jamming Command and R. Martí, but at hours before those are on, have also heard the WWCR mix on 5980 (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. WORLD OF RADIO 1574 monitoring: confirmed on ACB Radio Mainstream webcast, UT Friday July 22 after 0300. Since there are normally 12 playbacks at 2-hour intervals UT Fridays, and since last week`s 1573 was pre-empted due to ACB convention coverage, I asked them to alternate playbacks of 1573 and 1574 this week, but that is not yet confirmed. Checking after 1500 UT, all the broadband webstreams were malfunxioning, either not connecting or playing only occasional snippets of noise. But modem-quality was OK with 1574; via http://www.acbradio.org

WWRB: sole broadcast of WOR 1574, UT Friday July 22 at 0330, confirmed on 5051, but corresponding webcast not funxioning.

WRMI 9955: UT Friday 0506 check, WOR 1574 audible mixed with pulsing Cuban jamming and still the same at 0529 conclusion. Tnx a lot, Arnie! Or am I supposed to be grateful it was not full-bore jamming? WOR was mostly readable if one put up with the QRM. Numerous further playbacks pending on WRMI + webcasts as previously enumerated.

Other SW times upcoming: UT Sunday 0400 on WTWW 5755; UT Monday 0300 on WBCQ Area 51 5110v-CUSB (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. Having caught up with Firedrake for the time being, July 22 at 1250 I turned attention to 12100 and when WTWW would come on the air: nothing yet, between weak Asia-Pacific signals on 12095-FEBC, 12105-KSDA. At this time, WWCR was VG on 9980 but not 13845 so MUF from TN somewhere in between.

Then WTWW-3 made multiple attempts to start up, with a couple syllables of Arabic, but dumping right back off the air in a few seconds, at these times noted to within a couple of seconds:

1254:12, 1254:42, 1301:29, 1301:44, 1301:58, 1302:45, 1303:34, 1306:03. After eight tries, gave up and nothing further heard; still not on at 1347 or 1430 or 1650 chex.

The pause between 1255 and 1301 was when the operator was occupied with changing frequency of WTWW-1: 5755 still on at 1255; 1259 QSY announcement to ``9480``; off at 1259:34* and it took only nine seconds to come back up on 9479 at *1259:43, right into IRN-USA Radio ``news`` without ID or sign-on announcement (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 9370, after a spate of out-of-whackiness for several days, WTJC is in whack again, July 22 at 0513, S9+22 on fundamental, good modulation except for occasional crackles --- and NO spurs. But we KNOW it won`t last (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A [and non]. 17820, July 20 at 1313, S9+12 open carrier, then at 1314 fading in tone, after a few sex cut tone, and cut carrier, uncovering DW Hausa via PORTUGAL. This is typical tune-up behavior for IBB Greenville. Meanwhile I compared 17820 to 17800, DW Hausa via RWANDA, which was much stronger than Portugal, but much weaker than the IBB signal. 17820 will not really be used by VOA until Portuguese to Africa at 1700-1830 (Sat/Sun -1800), 250 kW, 94 degrees from Greenville. Il caso della RNW, Radio Netherlands Worldwide

Un Paese noto per il cosiddetto multiculturalismo e che su tale argomento ha costruito il proprio pensiero. Pensiero che dalle invasioni Franche e Sassoni è passato per una forte vena espansionistica con il colonialismo in diverse aree di India, Indonesia, Africa e America del Sud. Oggi, i Paesi Bassi (erroneamente chiamati Olanda) sono un paese che forse più di altri necessita comunicare con il resto del mondo e, quindi, con tutte quelle aree dove vi sono degli olandesi o per ragioni storiche si parla ancora la lingua madre. Compito che i Paesi Bassi svolgono con le comunicazioni di massa sin dal 1947, quando la Radio Netherlands Worldwide nasceva come organismo indipendente dal servizio radiofonico pubblico nazionale. Un modo per sottolineare quanto per i connazionali fosse fondamentale offrire contenuti freschi sui temi olandesi a chi vive lontano da casa. Ne ho discusso con la dott.ssa Lem van Eupen, Vice Direttrice RNW – Strategia, Business Development & Innovation a RNW.

Giornalista – Dal momento che siete una tv nazionale, come vedete la vostra missione internazionale?

Lem van Eupen – Nei Paesi Bassi, il servizio di Radio Netherlands Worldwide (RNW) non è parte del servizio radiofonico pubblico nazionale. Si tratta di una organizzazione indipendente. Ed è tale sin dal 1947, anno della sua istituzione. La missione di RNW è triplice: tenere informati gli olandesi e chi parla olandese all'estero; fornire notizie in quei paesi caratterizzati da un certo gap informativo; presentare un'immagine realistica dei Paesi Bassi nel mondo.

G – Vorrei sapere che importanza rivestono nella vostra emittente le seguenti questioni: tenersi in contatto con i connazionali all'estero; promuovere la cultura del vostro paese all'estero; distribuire contenuti agli stranieri che vivono nei Paesi Bassi.

L.v.E. – Tenersi in contatto con i connazionali all'estero è in linea con il primo elemento della nostra missione. Nei suoi contenuti, RNW è focalizzato sulla fornitura di notizie e informazioni che non sono effettivamente già disponibili su altri canali. Ciò significa che RNW risponde alle esigenze specifiche di uno specifico target, quali ad esempio gli olandesi all'estero e i loro figli, i camionisti olandesi su tratte internazionali e i militari all'estero.

Promuovere la cultura olandese potrebbe essere considerato il terzo elemento della nostra missione. Tuttavia, il nostro impegno non è proprio dedicato alla promozione culturale, piuttosto invece ad offrire al mondo un'immagine realistica e giornalistica del nostro paese.

Offrire contenuti agli stranieri che vivono nei Paesi Bassi non fa parte dei nostri obiettivi.

G – Cosa ci puoi dire relativamente al processo economico necessario a sviluppare i punti alla domanda precedente? Come ottenete le risorse economiche necessarie e come le destinate ai diversi progetti?

L.v.E. – La RNW è finanziata dal Ministero dell'Istruzione, della Cultura e della Scienza attraverso il suo cosiddetto budget media (esattamente come accade per le emittenti del servizio pubblico nazionale). Tuttavia l'attuale governo ha deciso di cambiare parte di questo sistema. A partire dal 2013, infatti, la RNW sarà finanziata direttamente dal Ministero degli Affari Esteri. In questo momento, siamo impegnati in un dibattito con il governo, finalizzato ad individuare l'ammontare del nuovo bilancio e i nostri nuovi compiti e responsabilità come operatore radiofonico internazionale.

G – Quali sono le aree servite all'estero? E in che modo servite queste aree (satellite, internet, syndication, ecc.)?

L.v.E. – In linea di principio, la RNW è caratterizzata da un copertura mondiale. Nella pratica però, la RNW è particolarmente focalizzata sulle seguenti aree: Africa sub-sahariana, Medio Oriente, Nord Africa, Asia e America Latina. Per raggiungere il suo pubblico con contenuti audio/video/foto, la RNW utilizza una varietà di piattaforme e tecnologie, tra cui internet, satellite, piattaforme mobili, radio ad onde corte e televisione. Inoltre, è importante ricordare che la RNW vanta al momento collaborazioni con oltre 3mila organizzazioni media locali, nelle regioni e nei continenti prima citati. Questi partner media distribuiscono i contenuti di RNW attraverso le loro piattaforme (siti web, radio FM, televisione e stampa).

G – Qual è l'importanza che date generalmente alle tecnologie internet per distribuire i contenuti all'estero? Cosa sta succedendo nel vostro paese a proposito della diffusione di internet?

L.v.E. – Internet sta diventando sempre più importante quale elemento per la distribuzione di diversi contenuti. Tuttavia, le statistiche rammentano che solo il 28% della popolazione mondiale pare che vi abbia accesso. Perciò, le altre piattaforme sono ancora necessarie per raggiungere il nostro pubblico.

G – Cosa mi puoi raccontare sulle eventuali trasmissioni all'estero? Avete qualche contenuto forte per l'estero? Il pubblico di settore (gli addetti ai lavori) da importanza a questi contenuti?

L.v.E. – La RNW si concentra su tutti quei contenuti cosiddetti ad alto valore aggiunto. Con ciò intendiamo dire che vorremmo stare lontani dai contenuti che sono già prodotti da altri. 9710, surprised to hear RA English on here, July 20 at 1140, since it`s supposedly scheduled only at 07-11 and 16-20 via Shep. Has live broadcast of British parliament all-day debate over Murdoch; sounds just like Question Time, constantly with rude noise interruptions. Is // 9590, 9580, 9475, and instead of 9560, weakly on 9570, but prior to CRI Cuban carrier on 9570, I think this may be a 9590/9580 mixing product in the receiver if not the transmitter.

9710 remained on: 1159 cut away from House of Commons, as ACI from 9715 Bonaire started, but by sidetuning, 9710- remained listenable for 1200 RA news, 1205 `Asia-Pacific` rather than back to London. Got some more shut-eye, and at next check 1341, 9710 was *still* going with promo for `Saturday Night Country`, then YL DJ talking about the UK situation, and still nothing audible on 9560 (Glenn Hauser, OK, DX LISTENING DIGEST)

** CHINA. 13590, July 20 at 1149, glib announcers in English and music I at first assumed were from CVC Zambia, but 1154 ID as CRI `Beyond Beijing`, 1155 into Chinese Studio, ``I want to learn Chinese; it can be fun!``. This buffer often gets cut off before finished as transmitter switching requires. Must be frustrating for students.

Lusaka is registered here all the way from 06 to 20 UT, 100 kW, 315 degrees aimed at Michigan, but no sign of it now; while CRI is 500 kW, 193 degrees from Beijing site, way off-target here but still easily listenable; not much else propagating above 12 MHz this early except lo-latitude Guiana French, Cuba and close-hop Canada (Glenn Hauser, OK, DX LISTENING DIGEST)

** GREECE. 15630, July 20 at 0136, fair signal with Greek music. As John Babbis pointed out, VOG is again on the wrong frequency, staying here instead of switching to 15650 at 2300. ERA axually registers both most of the day in HFCC, so they are covered but never using more than one at a time (Glenn Hauser, OK, DX LISTENING DIGEST)

** GUATEMALA. 4055+, July 20 at 1125, R. Truth in English mentioning Chiquimula; 1127 into Chinese! with some musical background, still at 1131. Signal surged briefly to S9+8 at 1128, sunrise enhancement. Theirs: 1138; Mine: 1129. Frequency very slightly high compared with BFO to JOZ+ 6055. Never heard R. Verdad in Chinese before. This 700-watt regional station acts like a trans-oceanic broadcaster, which it can be for the DXers (Glenn Hauser, OK, DX LISTENING DIGEST)

** ISRAEL. 15850, July 20 at 0137, poor signal with fluttery music, must be Galei Zahal. So I check their other, new, frequency which I have not yet heard: 9235 --- this one is now audible but very poor with music (Glenn Hauser, OK, DX LISTENING DIGEST)

** LAOS [non]. 9355, July 20 at 1157-1158* good signal, ``You have been listening to Radio Free Asia``, then Lao-sounding music until off. If they are going to bother to insert a closing ID in English, why not add the language it has been? Scheduled Lao at 11-12, 100 kW, 285 degrees via SAIPAN (Glenn Hauser, OK, DX LISTENING DIGEST)

** MAURITANIA. 7245, July 20 at 0600, IGIM is on today with chanting. Nothing of course on night frequency 4845, where it was reported recently from NJ around 0730. Altho Nouakchott stix way out into the Atlantic, longitude 16 west, so really ought to be on UT-1 timezone, UT is observed, and per gaisma.com today`s sunrise is 0638 UT; at latitude 18 north there is a one-hour variation during the year, to be 0739 in six months. So now, much of a signal at 0730 on 60m is unlikely, an hour after local sunrise. What else could he have been hearing on 4845 with an ``excellent signal in Arabic``, 17 July at 0728-0735? ** MEXICO. Es opening of July 19 continued from last report, UT:

1632 on 3 from WSW, grafic at bottom shows towns including San Luís Río Colorado, so must be in XHBC Mexicali coverage area; then Baja California Turismo ad. 1635 on 3, bug lower right I have seen several times from XHBC has a leaf on a stem, hard-to-read slogan partly in script on two lines, and cut off by overscanned TV screen corner, so look up the website: it is; DE TODO UN POCO which means A Little Bit of Everything, M-F at 8 am PDT.

1741 on 3, the almost-zero-beat video CCI from WSW is growing, and at 1747 briefly overcoming XHBC is XHTJB Tijuana, with ONCE NOTICIAS in lower right, YL with map showing all of Mexico, hurricane in Atlantic.

1753 on 3, novela from net 2 in UR, Televisa oval logo in UL. CCI indicates this is still XHBC.

Kept an eye on channel 2, most of early UT July 20, and some signs of activity, but things really start hopping at:

Then start monitoring 88.1 FM for signs of skip over KWOU.
0358 on 88.1, finally some soul music fades in over KWOU jazz, back out again

0424 on 3, audio mix of Spanish, YL introducing concert acts with lots of audience noise; and much lower modulated, something in English!
0429 still some English, woman being interviewed; 0430 now both in Spanish, and 0432 Baja California PSAs atop. The channel 3 map at http://www.dxinfocentre.com/TV3.pdf
shows there are a couple of analog ch 3 LP/translators in central CA and UT, but the closer ones in southern CA, and AZ are DTV. I think the English must have been from XHTJB: it`s not inconceivable that a border educational station would have a little English now & then. Per zap2it/SD Union, the Tuesday show until 9:30 pm is ``Colegio Nacional, Grandes Pensadores Mexicanos``, unseems what I was getting.

0434 on 4, ads in Spanish for Gatorade; salud-es-belleza/Walmart; snow-free briefly

0440 on 90.7, briefly a bit of Spanish overcomes the local overload as  I maneouvre the whip on the DX-398. Probably Mexicali

0536 on 3, XHTJB is atop with ONCE NOTICIAS at LR, starting with dust storm in Phoenix. 0530-0600 UT is their `Noticiario Nocturno` block

Next morning JBA signals from WWCR 15825, 13845, no sporadic E tipoff today from that direxion, but:

1430 on 2, something infades weakly from SSW; 1435 net-5 toons atop. Weak CCI next sesquihour, nothing identifiable

1607, weak signals showing on 3, 4 and 5, still 1634, but too weak and mixed to ID anything.

1648, now all channels 2-6 have growing CCI but nothing dominates; time to check FM

1651 on 88.1, like TV, CCI mix of at least two stations, one with music, one with adstring including Soriana department store, Michoacán government PSA, so XHZN Zamora again

1651 on 88.5, Spanish breaking thru now and then, 1655 mentions ``88 punto 5``. Rest of this opening will have to wait for my next report (Glenn Hauser, OK, DX LISTENING DIGEST)

** OKLAHOMA. 93.3, K227AT, one of my several DX-blocking local gospel huxter translators in Enid, noted cutting off the air and on, mostly off, July 20 at 0541 UT; relays KIMY 93.9 originating in much smaller town Watonga OK. Has been known to relay DX when the 93.9 input signal is overridden, but I`d rather have it off for good. A few days ago when I was trying to DX 93.1, noticed its ACI coming and going abruptly. It`s still/again off at 1616 UT check (Glenn Hauser, OK, DX LISTENING DIGEST)

** SAUDI ARABIA [non]. 15250, July 20 at 1151, as usual BSKSA`s only English broadcast is blocked by China, plus a het which could be additional jamming of VOA Chinese as scheduled before and after 1200. SA obviously does not put any priority on PR abroad among English-speaking listeners; we can hear it on many frequencies in Arabic (Glenn Hauser, OK, DX LISTENING DIGEST)

** SERBIA [non]. 9685, July 20 at 0113, VG open carrier, must be IRS. I leave it on until it finally cuts off a few sex before 0133. Not only did IRS stay on past 0100 in English on UT Sunday when it was not supposed to, but on the only day of week when it *is* supposed to be on after 0100 for an additional semihour of Serbian, it was dead air! Who wants to stay awake all night in Bijeljina, BOSNIA, or Beograd to make sure everything worx? (Glenn Hauser, OK, DX LISTENING DIGEST)

** TIBET [non]. 19000, nothing audible after 1200 July 20; Wolfgang Büschel suggests R. Free Asia via Kuwait at 12-14 has been trying this frequency instead of scheduled lower ones, and Ivo Ivanov, Bulgaria, did hear it July 18 at 1205. Nothing at all is currently scheduled on this band in HFCC (Glenn Hauser, OK, DX LISTENING DIGEST)

** U K [non]. 17830, July 20 at 1409, BBC poorly audible, 65 degrees via ASCENSION, interviewing reporter at House of Commons about ``all-day debate`` in Parliament on the Murdoch affair; earlier I had heard live broadcast of that until 1159 on R. Australia [q.v.]. In the meantime looked for it on any US cable TV network, but unfound. Enough is enough, even for the BBC? (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 5755, July 20 at 0138 past 0151, I belatedly remember that the memorial service for Pastor Pete Peters was supposed to start at 0100 via WTWW. Phone calls are on air one after another, and never heard the number given, so must have a full bank and/or set up in advance. Everyone shared their memories and esteem for the late PPP; some of the calls were quite distorted.

** U S A. During Es opening from NW Mexico, UT July 20: 0358 on 88.7, SRN ``news`` strong and steady, not // local KLVV translator 98.5, so 88.7 is not our semi-local KLVV. 0400 IDs for KJIL et al. Their only 88.7 outlet per website

is Tribune KS. But FM Atlas shows the only non-translator Kansans on 88.7 are in Dodge City, Oketo and Eureka. Dodge is the one I ought to be getting if any, the other two far away in other parts of KS, but KVDC is hi-power 45 kW and would surely block little Tribune translator which is on the west-central edge county next to Colorado. Anyway, KVDC would not be on this network since the KJIL base station on 99.1 is not far away in Copeland. During daytime-dead conditions July 20 at 1616, 88.7 is again // 98.5 translator, so KLVV. The question remains, why was I hearing KJIL on 88.7?

0401 on 90.5, SRN ``news`` in strong with Es fading during TV opening from BCN; see MEXICO. RDS icon flashes, but doesn`t stay strong enough long enough to display; this network always worx in stories on hot-button topix to far-right religious extremists, often in a disapproving tone, and with optional cutaways every minute. 0403 back to gospel rock and fade. KSOS, 100 kW in Las Vegas NV looks like the best bet: program schedule shows some `News on the Hour` but not from where, and not exactly at 9 pm PDT (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. 9985, July 20 at 0558, surprised to find VG signal with gospel music. WYFR used to be here before their drastic cutbax to nothing of their own after 0500. I`ll bet it`s WWCR-1 on wrong frequency, so I quickly check 3215, and sure `nuff, it`s missing. Back to 30m, and also quick check of 10000 whether the spur on 10000.6 can be heard, but not before 9985 which was S9+22 with squeal, cut off at 0559*. Then retuned again to 3215 and it cut on at *0559:30 amid same music continuing, without benefit of steel drums or QSY announcement. 9985 is scheduled for 09-11 UT only; a mistake, or propagation test? ** U S A. 9370, July 20 at 1208, WTJC is out of whack again, distorted on fundamental and outspurring to 9345/9395 with dirty noise disrupting other stations including N Korea 9345, peaking closer to 9350, 9390 (Glenn Hauser, OK, DX LISTENING DIGEST)

UNIDENTIFIED. 13380.0 AM, July 20 at 0552, S9+20 open carrier, then multi-tone digital bursts. Search at UDXF yg gets several hits from February this year, such as this for 13380-USB at a different time:

``It's MFA [Ministry of Foreign Affairs] Sofia using the RFSM8000 software package. There seems to be a misconfiguration in their system, as you can frequently hear the typical Windows error sound between the data bursts. Similar activity has been noted around 9052/9053 kHz. Also via ROMANIA? Frequency schedule page shows it`s 300 kW in English,
unlike the other SW frequencies with 150 kW. I`ll bet it`s a preacher, but
they never say what their new programming is, and it`s not yet on the
day-by-day programming schedule pages as of July 19.

Does Tiganeshti have a spare 300 kW transmitter during this hour? Yes, per
EiBi, only two of the three are in use for RRI: 1300-1330 on 17600 and
15435; 1330-1400 on 11835 and 15140. In each case one of the frequencies
would be 2-3 kHz off to the low side; see ROMANIA.

So on July 19 I tune 15610 in at 1258, and guess what, Brother Scare is
already on, past 1301 with no sign-on or ID from IRRS/NEXUS-IBA/EGR, talking
about being on 5 satellites, etc. Not // WWCR 9980, until I found a music
bit starting on 15610 about 72 seconds after it started on 9980 (The BS from
BS is so generic and repetitive that it`s hard to make a match on that at
such a long delay.) By 1358, 15610 has declined to JBA with flutter. At 1359
another voice is heard, and a `news` cast starts before 1400, about
Republicans until off at 1401*

Or by then, was it WEWN instead? HFCC and FCC show they start 15610 at 1500,
but WEWN website, EiBi, Aoki all show from 1400. I was alert for any Queen
of Heaven mix before 1400 but heard none. BTW, July 19 Aoki already lists
the 13-14 IRRS on 15610 as Overcomer via Rimavská Sobota, Slovakia. I don`t
think so.

True to form, BS is all mixed up about his own schedule, with this flashing
red on the Overcomer homepage:
``New Shortwave 300,000 watt starting July 18 at 18:00 UTC 15.610``
It`s still not on the less-than useful SW frequency schedule with
non-specific local times at

** KUWAIT. 17840, July 19 at 1249, South-Asian sounding song, but 1250
Arabic announcement and current rock song in English by some American female
star; I can never remember which is which, and could not care less. Warbly
carrier with BFO, compared e.g. to France on 17850. This is R. Sawa until

** MAURITANIA. 7245, July 19 at 0540, IGIM is already on earlier than usual
with chants, stronger than Vatican 7250. I had not heard on this frequency
for some time, perhaps signing on later than I sign off, as reported by
others. 0625 still on, now with talk in normal tone of voice.

In the NASWA Flashsheet, Ed Wlodarski in NJ had reported Mauritania back on
4845, excellent signal July 17 at 0728-0735. That frequency had been off for
many months. If past performance be any guide, their usage of both and
switchover times will be highly irregular (Glenn Hauser, OK, DX LISTENING

** MEXICO. Following the Es opening into FM July 18 past 1836 still on TV,
occasional chex showed some signals the rest of the UT day, mostly ch 2.

0125 on 2, net-4 talk show with f bug LL; also has smaller f bug in UR
0215 on 2, Televisa promo, unknown which net
0353 on 3, net-5 with lucha libre (wrestling); also CCI on 2
0403 on 2, promo mentioning Monterrey, so maybe XEFB; 0407 local newscast,
unfamiliar round bug in UR: not XEFB per Oglethorpe

1403 on 2, turn on to find Es in progress mentioning Veracruz; also some
weaker signals up to ch 5. During following sesquihour, mostly just CCI on 2
peaking SSW.

1547 on 3, net-5 with Smurfs; algo on 4, CCI; MUF is building
1548 on 5, net-2 with HOY variety morning show, 10:48 clock
1549 on 4, net-13 with grafic of a large 6, game show?
1552 on 5, Televisa Música promo, then shots of pope

** ROMANIA. 17767.3, July 19 at 0515, RRI VG in French, // weaker 15340.0.
Since there was no het I at first assumed it was on proper 17770 until
measured. One of the Tiganeshti transmitters has been 2-3 kHz low in
frequency on all broadcasts since July 9, first discovered by Ron Howard,
and tracked extensively by Wolfgang Büschel, but this is the first one I
have run across. WB notified the Romanians about it, but nothing has been

** SOUTH CAROLINA [non]. New Overcomer relay on 15610: see ITALY [non]

** SPAIN. 21610, July 19 at 1203, REE Spanish very poor but some signal at
least and rather early for band open at all lately. Did not improve in
following hour and weaker // 21540 never bothered KUWAIT, q.v. (Glenn
Hauser, OK, DX LISTENING DIGEST)

** SUDAN [non]. As in previous report, R. Dabanga has expanded schedule
since July 18. On July 19 monitored:

13730, fair at 0523 via Wertachtal, GERMANY, a few sex behind 13620 via
Madagascar; S9+10 at peaks. Had not been hearing 13730 when it was UAE, just
some oscillating jamming at times. Now no jamming heard. Still not hearing
the UAE frequency which is now 15550.

13620 at 0523, still has tone jammer; 0527 brief overlap at site switch from
MADAGASCAR to Nauen, GERMANY, and continues audible but weaker. Tone jammer
stops at 0530: ha, they don`t know about the extended schedule. During the
0529 minute, singing IDs and kHz announcements. At 0530 I compare 13620 and
13730: now they are only an echo apart from the two German sites (Glenn
Hauser, OK, DX LISTENING DIGEST)

** U K [non]. 9740, July 19 at 1221, BBCWS via Singapore, fair in Newshour,
Robin Lustig says expanded to next 4 hours today to cover the events at
Westminster (testimony of Rupert Murdoch et al. in the phone-hacking
scandal), but then on to other news. At 1339 had declined to poor (and
nothing better from BBCWS audible anywhere on SW), with seemingly live
testimony by ex-police commissioner Yates, but could not match it to audio
on CSPAN2.

(By the time Murdochs came on, around 1355, CSPAN2 had to switch to Sen. Tom
Coburn, on budget matters as the US Senate always comes first. But then
MSNBC, CNN, and even Fox News were live from London.)

UNIDENTIFIED. 15300, July 19 at 1206, 1000 Hz tone test on yet another
frequency, still at 1230 and 1254 but not at 1323 check. RFI is scheduled

Radiorama: l'Associazione Italiana Radioascolto cessa la pubblicazione cartacea

Il radioascolto italiano è stato messo definitivamente K.O. da Internet.

Senza "se" e senza "ma" la rete ha fatto piazza pulita delle manie di grandezza, protagonismo e di accentrazione personale delle decine di iniziative personali e associative italiane.
Negli ultimi 10-15 anni,  mentre i "guru" del radiantismo italiano rilasciavano interviste telefoniche a servizi radiofonici in lingua italiana di pura propaganda politica, che nulla hanno a che vedere con il concetto di informazione, la gente ha potuto tranquillamente ottenere informazione di prima mano e non filtrata direttamente dalle emittenti di maggiore interesse.
Mentre alcune persone si sono sforzate e continuano a sforzarsi di creare un "bollettino" su carta  da mandare a 30 indirizzi, la gente si collega in diretta, scarica podcast, ascolta, commenta, critica, interagisce in tempo reale con i contenuti.
Mentre si creano mailing-list ad accesso chiuso, in cui i contributi devono essere supervisionati dal moderatore di turno, la gente apre blog, si scambia e-mail, SMS, messaggi su Twitter.
Mentre qualcuno vince l'ennesimo viaggio-premio in Cina rispondendo alle domande pilotate sulla "cultura cinese", il governo di quel paese sta tentato di imporre la censura sui contenuti dei principali motori di ricerca e nella rete nascono movimenti di netta opposizione e denuncia.
Mentre qualcuno collabora con riviste che pubblicano le informazione due mesi più tardi, due appassionati di radioascolto agli estremi opposti nel mondo si scambiano una mail con informazioni fresche e fruibili.
Mentre qualcuno impagina una rivista usando software antidiluviani qualcun altro installa una piattaforma open source e in pochi minuti è on line.

Il radioascolto italiano ha sempre avuto paura della rete, perché la rete significa confronto, critica, esposizione alle opinioni altrui.
Ognuno ha cercato di sopravvivere allo tsunami della rete come poteva. Chi continuando a cercare di andare controcorrente, finché la corrente non lo ha trascinato via, chi chiudendosi nel suo guscio, con l'illusione di non essere visto, chi gonfiando a dismisura dati e risultati pur di poter dichiarare di avere visibilità e credibilità.

L'Associazione Italiana Radioascolto, con delibera del 5 luglio scorso, ha dichiarato la fine della stampa cartacea dell'organo sociale "Radiorama". [1]
Lo ha annunciato il Presidente Giancarlo Venturi sul blog http://air-radiorama.blogspot.com.

Ma c'è di più. Con un articolo del 17 luglio, intitolato "1982-2012: Cambiamenti in AIR" lo stesso Giancarlo Venturi spiega in modo più informale e scevro dal burocratismo dei freddi comunicati ufficiali le ragioni della decisione.
Ed è qui che ci sarebbe e c'è molto da dire.

Scrive Venturi: "Dopo 30 anni il Consiglio Direttivo, (...) , si è trovato di fronte ad una scelta per il futuro: continuare con la rivista radiorama così strutturata oppure impiegare le nuove tecnologie di comunicazione?" [2]
C'è da chiedersi: "nuove tecnologie" da quando? Il web è disponibile al grande pubblico da almeno un decennio, la stessa AIR gestisce il dominio air-radio.it dal 31 maggio 2006 [3], e addirittura il dominio radiorama.it dal 28 gennaio 1997 [4].
E, a questo punto, ci si può chiedere a maggior raggione: "nuove" per chi??

Prosegue il Presidente: "Il budget dell'AIR non consentiva entrambe le scelte, anzi, anche solo la seconda era a rischio bilancio." [5]
Quindi, le motivazioni di questa scelta sono principalmente di ordine economico. Bene. Da dove vengono i finanziamenti di una associazione come l'AIR? Principalmente ed essenzialmente possono e dovrebbero venire dalle quote sociali in primis, dalla vendita degli abbonamenti alla rivista in secundis, e, in ultima analisi dalle donazioni o dazioni volontarie dei soci.
E' chiaro che se quello del bilancio è un rischio anche solo per l'ipotesi di "impiegare le nuove tecnologie di comunicazione" l'osservatore esterno non può che dedurre che le quote sociali non ci sono o, se ci sono, non sono sufficienti a garantire il prosieguo delle attività così come sono state portate avanti fino ad ora. Se non ci sono quote sociali sufficienti, probabilmente le entrate derivanti dalla vendita degli abbonamenti soffriranno della stessa contrazione. E forse neanche le donazioni volontarie contribuiscono a sanare un budget che, per stessa ammissione del vertice dell'Associazione, sarebbe "a rischio".

Venturi comunica: "Sin da ora è possibile a tutti (Soci e non) accedere al blog http://www.air-radiorama.blogspot.com/"
Mi domando, in tutta sincerità, dove risieda il valore intrinseco della comunicazione, se nel fatto che esista un blog, quindi una nuova risorsa informativa, o nel fatto che questa risorsa, oltre ad esistere, sia accessibile anche ai non soci.
Anche qui la domanda nasce spontanea: che cosa ha spinto l'AIR a scegliere di essere ospitata da una piattaforma come Blogspot (che fa riferimento a Google!) anziché investire pochi euro (che non contribuiranno certo a farla andare fuori bilancio) in un hosting Linux su Aruba (cioè dove lo stesso dominio air-radio.it è ospitato), scaricare gratuitamente un programma come WordPress, configurarlo ed essere in linea in modo autonomo in un quarto d'ora? Dubito che la risposta arrivi mai, ma intanto la domanda è stata fatta.

E ora parliamo di cifre.
Venturi riferisce che: "Dopo tre settimane dall' inizio il blog ha già collezionato oltre 5000 visualizzazioni." [6]
Non commento l'uso del verbo "collezionare" e mi riferisco al mero dato numerico riferito.
Una "visualizzazione" in Internet non corrisponde, necessariamente, a un accesso. La cifra rivela quante volte una pagina sia stata cliccata, indipendentemente da chi l'abbia collegata.
Una persona può avere visualizzato dieci pagine, un'altra solo una. Totale, 11 visualizzazioni e due persone "reali".
Se, in teoria e in pratica, una persona si mettesse a cliccare dalla mattina alla sera sul sito, il contatore schizzerebbe a cifre ben più alte, ma sarebbe sempre e comunque una sola persona a guardare il blog.
Sia chiaro, non si tratta di dati falsi o falsati, beninteso, si tratta semplicemente di dati inutilizzabili ai fini statistici.
Prova ne sia il fatto che le visualizzazioni, al momento di scrivere questo articolo, sono passate a oltre 5800, arrivando da 238 al giorno a 430 negli ultimi due giorni.

E Facebook? Questa mattina il gruppo dell'AIR fondato da Fiorenzo Repetto contava 2799 "membri". [8] Se ognuno di loro avesse fatto clic su un paio di link del blog (pure segnalati da Repetto) le 5000 visualizzazioni sarebbero state raggiunte in poche ore, non in tre settimane.

Ma, soprattutto, se il gruppo Facebook dell'AIR conta quasi 2800 membri, com'è che l'Associazione chiude la rivista per mancanza di budget?

Sono solo domande. Ci servirebbero solo delle risposte.

Radiorama: cronaca di una morte cercata...

"L'AIR chiude" / "E' morta Radiorama"... è il drastico testo di due SMS ricevuti nel giro di pochi minuti, non è proprio così ma formalmente lo sembrerà... nulla di inaspettato intendiamoci, in quel modo era ormai una strada obbligata, ma una decisione del genere meritava una ben più ampia e seria riflessione di una semplice chiacchierata su Skype di chi, in qualche caso, nulla conosce del radioascolto e del suo mondo... Appena possibile pubblicheremo una nostra riflessione...

A new multi-media feature about Papua New Guinea Radio in 2011 has been released by the Radio Heritage Foundation at www.radioheritage.com.

The new feature includes reviews of major Papua New Guinea radio websites, updates on the new radio licensing laws, how increased cell-phone coverage is opening up a rapidly growing youth market and some little known facts about contemporary broadcasting in this South West Pacific nation. 

Based on a recent documentary broadcast on Radio New Zealand International, this new feature includes original research, photos of broadcasters, shortwave and FM studios and facilities, a downloadable audio version of the documentary, and a YouTube presentation combining audio, text and images.

Few readers comprehend that Port Moresby, the national capital, now has a population approaching 350,000 people, a freeway system, a booming construction of high rise office and residential buildings, and that local radio listeners have some 15 separate radio brands to choose from along the FM dial....and even sponsored drivetime radio shows with local radio personalities.

Commercial radio brands such as FM100, Nau FM, Yumi FM and new arrivals, are expanding rapidly across the mountainous country, using the cell-phone infrastructure networks that are exploding on the back of a major natural gas, oil and mineral resources boom. Radio station profits grew by 30% in 2010 and a new national media framework is bringing modern communications and FM radio to the most remote villages.

The Kundu network with its dated shortwave radio stations, competing religious radio stations tangling the airwaves, new commercial stations, and a large base of local record studios churning out local popular music that feeds the playlists of Radio Morobe, Wantok Radio, Tribe FM and a growing number of other stations...this is just part of todays radio story.

** U S A. 15420-CUSB, July 16 at 2111, WBCQ is still on the air past scheduled 2100* this Saturday as it was a biweek ago, with continuous rock music, but except for canned ID break at 2130, no announcements, so is not `Radio TimTron Worldwide`. ** U S A. 12100, trying to hear WTWW-3, July 17 at 0458, a JBA signal beside good BBCWS English 12095. Since no other station in the world is currently scheduled on 12100 at any time, I suppose it may be WTWW, just not propagating. Hmmm, or a 2 x 6050 Cubharmonic?

However, WTWW was definitely off the air at 1252, so while hunting Firedrakes I leave another receiver on 12100 to catch it coming on: *1256:30 joining Arabic Bible in progress, no sign-on announcement (Glenn Hauser, OK, DX LISTENING DIGEST) ###

New Australian Narrowcast

A new version of the Australian Narrowcast Radio Guide 1611-1701 AM has just been released by the Radio Heritage Foundation and is available from www.radioheritage.com.

Completely revised and updated, the guide covers some 70 stations currently broadcasting on the expanded AM dial across Australia. These stations, usually operating with a low transmitter power, have been a feature of the Australian radio scene for some decades.

The new guide reveals that almost 40% of the stations operate on just one frequency, 1611 AM, which is just outside the standard AM dial but usually listenable on most car and domestic radio receivers.

Almost 30% of the stations are also operated by just one broadcaster, Rete Italia, which has been expanding use of the narrowcast dial for its services in the Italian language.

Other broadcasters heard include the Vision Radio Network, several country music networks, Arabic, Greek, Chinese and other ethnic stations and several local stations such as the new 2GW in Sydney's Greater West on 1611 AM and relays for Far North Queensland's 4KZ.
