11780, July 15 at 0007, RN S9+10/20 again distorted and somewhat undermodulated compared to // 6180 S9+10/20 louder and not distorted but with slight squeal and carrier wobbling vs BFO, during Mexican music, much stronger than 6185 XEPPM (Glenn Hauser, OK, WOR)

** U S A. 5970, July 15 at 0010 and still 0101, dead air in Spanish from WEWN; 12050 is off already; English still AWOL from 9385 and 15610 (Glenn Hauser, OK, WOR)

** U S A. 1280, July 14 at 2132 UT, KSOK Arkansas City KS amid music with slogan ``From Motown to the British Invasion, the place to be is 103-3``. Huh? Am I tuned to wrong frequency? No, 1280 has just become an unannounced appendage of paltry translator K277CK, which is *supposed* to be secondary to the primary AM license. WTFDA Database shows a different slogan, ``The Mixx AM 1280 and K277CK 103.3``. NRC AM Log of last year showed ``The Mixx 103.3`` with CLR = classic rock format: does that correlate completely with slogan I heard? Years ago it was in AM stereo but I can`t tell now; NRC does not show it as $. While we`re at it, look at the few more AM stations around here with at least mostly music format and a decent daytime groundwave signal:

780, KSPI Stillwater OK, rock, ``Pete 94.3``, named for OSU mascot Pistol Pete, not exactly politically correct altho he`s a Cowboy. Branded for a translator of course as the real KSPI-FM is separate on 93.9.

860, KKOW Pittsburg KS, C&W/polka, also IDs, secondarily! as 97.5 in Joplin (MO) --- per WTFDA FM Database, that`s really K248DR, CoL Warsaw MO, not Joplin. NRC AM Log did not show any FM. The real KKOW-FM is separate, 96.9 in Pittsburg. Not with an -h.

Wait a minute: Warsaw is nowhere near Joplin, with 250 watts could not possibly serve that city; Warsaw is 101 miles to the NE, closer to Sedalia than Springfield, let alone Joplin. FCC FM Query has no such station in Warsaw, nor that callsign anywhere. It does have a different 97.5 translator in Joplin, K258BF without saying what it translates!

But wait another minute: 97.5 is channel 248, not 258, so call as displayed by FCC, K258BF is wrong. Possibly it was a move-in from Warsaw? 258 would have been 99.5. Proper new callsigns for translators changing frequency/city often lag behind the moves. A lot of tail-wag-the-dog, AM-gotta-be-on-FM translator acquisitions are accomplished by moving an existing license in from somewhere else rather than starting from scratch.

900, KSGL Wichita KS, part NOStalgia, part gospel huxterism; it`s IBOC, but too weak to hear much buzz aside 900 here.

1070, KFTI Wichita KS, C&W, listed by NRC as $tereo and I know it used to be; not listed for being significantly off-frequency-minus; as of last October, mwoffsets had it on 1069.9773 --- no problem in the daytime here, but at night its LAH is an annoyance to KNX et al.

1600, KUSH Cushing OK, Americana and talk. My favorite among the bunch. With 5 kW ND daytime, radio-locator shows Enid, OKC and Tulsa are all just beyond the distant contour but well within the fringe.

Everything else on daytime MW here is talk of some sort in English or Spanish. I am not aware of any ``liberal`` or ``progressive`` stations. Gospel huxters of course may include some religious music (Glenn Hauser, Enid OK, WOR)

Special broadcasts of VORW Radio International this weekend

Although it's been a while since my last email, I’m pleased to announce that I’ll be doing a special shortwave broadcast of VORW Radio International on Saturday the 18th of July and Sunday the 19th of July. This is purely being done for the fun of it and no other reason.

The show will feature good music from the 1960s to Present, listener music requests, comments and responses to listener emails. There will be a 1 Hour show on Saturday and a 2 Hour show on Sunday. The broadcasts will be transmitted live for listeners in Europe from Moosbrunn, Austria and repeated for listeners in North America from WRMI in Florida.

** CUBA. 11800, July 14 at 0015, RHC is S9+10 but JBM, even less so the JBA parasites on 11790 & 11810. Something`s always wrong at RHC.

11630 approx., July 14 at 0018, S9+10 spurblob from 11670 RHC, no program modulation but in AM mode, not FM, same tone as in background on 11670 which is S9+10/20 and suptorted, this time closer to F natural than F#. But no match circa +40 at 11710, nor multiples of 40 either side. Recently had some of those about x39 kHz from 11670. Something`s always wrong at RHC (Glenn Hauser, OK, WOR)

** OKLAHOMA. 89.5, July 13 at 1930 UT on caradio, a signal on normally vacant 89.5; promo for CSN and 1-800-327-4226? Into Allen Jackson Ministries. MUF was not quite into FM when I left, but maybe it is now? Soon fades out completely, as if it had been Es. CSN has stations, mostly translators, all over out of HQ in of all places, Twin Falls, Idaho. WTFDA Database shows ten on 89.5, all translators or rather satellators, except for this full power one, which strangely enough is not shown relaying KAWZ like all the others:

``KJCC 89.5 CARNEGIE OK 23.5 kW H&V, 118.8 m HAAT, 35-21-17 98-13-58 RELIGIOUS TEACHING     CSN INTERNATIONAL``

** TURKEY [and non]. 9830, Mon July 13 at 2215, no signal from VOT English to us, but plenty RTTY from NSS Annapolis. Something`s always erroneous at Emirler.

** U S A. 15610 & 9385, WEWN English frequencies: Glen Tapley, frequency manager, replies July 13 to my inquiry about their sesquiweek absence: ``Filament and cable repair. Should be back in a day or two. Sent from my iPhone`` (Glenn Hauser, OK, WOR)

** U S A. 9330, July 14 at 0023, no signal from WLCR via WBCQ-6. 500 kW if really at full power, is often weak here way offbeam, depending on rotatable azimuth, presumably huge in the boresight, but there should be at least a carrier if it`s on. So we always wonder if there has been another breakdown of some kind. AW has not been twitting daily, latest ones of July 12, 8 and 5 and nothing about any such problems, just promotion and photos (Glenn Hauser, OK, WOR)

** U S A. 93.1, re my KRVN Lexington NE log by uncertain propagation, Chris Lucas replies: ``On June 29 around that time, there was really great tropo conditions out that way. Oklahoma City and Denver being received on FM near Omaha; South Dakota and Western Nebraska reported being received in Oklahoma City. In fact there were enhanced tropo conditions in that region for a few days. Chris Lucas dtvdxer Poughkeepsie, NY``

Well, there was no sign of anything else unusual here on the FM band, just KRVN briefly overriding closer marginal 100/100 kW 93.1 in Pratt KS, KHMY i.e. as a MY for Hutchinson KS (Glenn Hauser, Enid, WOR)

UNIDENTIFIED. 8990-USB, July 14 at 0022, weak 2-way sounds Spanish, noticed as checking for 8989-USB blackwater fisherpreacher altho never reported after 0000 (Glenn Hauser, OK, WOR)

** CUBA. 12200, July 13 at 0544, RHC English is S9+10 and the SSOB (if you attach this to 25m), but suptorted during a song. 2 x 6100, but nothing on 12290 which would be 2 x 6145. Unusually, however, 2 x 6000 is also audible on 12000, S9 and undermodulated but not distorted. At 0557 I check the fundamentals: 6100 S9+30 suptorted; 6000 S9+20/30 undermod. Something`s always wrong at RHC. In case you think I say that too much, axually I should say it four times about this item: bad mod on both of them, harmonix out of both of them (Glenn Hauser, OK, WOR)

** JAPAN [non]. 13840, July 13 at 0541, JBA YL in French. I`m checking in case NZ be on here in addition to its VG 9700 this hour. No, this is NHK via MADAGASCAR at 0530-0600. BTW, Radio Japan languages continue to default to English filler. Alan Roe reports:

At this time, 90.5 is running 20 seconds behind 98.5; 89.7 sounds similar but I can`t make a match plus or minus at all. Also on my headphones it is obvious that 90.5 in $tereo is modulating on right channel only!

88.7 and 89.7 in Ponca are the originating sibling stations. To confuse the situation further, July 13 at 1639 check, the three *are* in // but not synchronized during a joint ``The House, and Praise`` fundraiser: translator 98.5 is first, 89.7 follows 13 seconds later, and 90.5, another 5 seconds later! I suppose internet connexions are being used for some or all of this. And 90.5 is still right channel only (Glenn Hauser, Enid, WOR)

** OKLAHOMA. July 13 at 1455 UT, level-5 tropo blob centred around OKC per Hepburn predixion, lesser rings out to the fringe here. Bandscan with broken antenna gets many Bad signals on the few open channels, including 6, presumably KBSD Ensign = Dodge City KS. And some of the OKC channels are not decoding, RF 27 & 29, obviously due to DX QRM, and even our local Enid K17JN-D translator invisible.

RF 20, 19-1 KQCW `News on 6` Tulsa market`s CW is the only clear decoder, as it often is, but no subchannels on it.

RF 23, KSBI OKC is normally marginal or not decoding with its inferior tower/power situation, but now it`s boosted so I explore its lineup: 52-1 KSBI; 52-2 Bounce: 52-3 Laff; 52-4 Grit; 52-5 Mystery. These match rabbitears.info listings, but W9WI.com does not show any beyond 52-1 (Glenn Hauser, OK, WOR)

** U S A [and non]. WORLD OF RADIO 2042 monitoring: missed check of the newish 0030 UT Monday July 13 on WRMI 7730; did anyone hear it?

Highlights of Solar and Geomagnetic Activity
06 - 12 July 2020

Solar activity was very low throughout the summary period. Region
2766 (N05, L=122, class/area Bxo/010 on 10 Jul) was the only spotted
region and decayed to plage by 11 Jul.

A filament eruption near S29W18 produced a faint, slow-moving CME
signature in LASCO/SOHO C2 imagery beginning at 09/0724 UTC.
Analysis and modeling of the event suggested a possible glancing
blow from the CME around 14 Jul.

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at
normal to moderate levels throughout the summary period.

Geomagnetic field activity was quiet. No significant periods of
southward Bz were observed.

Forecast of Solar and Geomagnetic Activity
13 July - 08 August 2020

Solar activity is expected to be very low over the outlook period.

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is
expected to continue at normal to moderate levels.

Geomagnetic field activity is expected to range from quiet to active
levels. Unsettled conditions are likely on 13 Jul and 31 Jul - 01
Aug in response to coronal hole influence. Active conditions are
likely on 14 Jul due to the anticipated arrival of a slow-moving
transient that left the Sun on 09 Jul. The remainder of the outlook
period is expected to be at quiet levels under a nominal solar wind
environment.

Next LRA 36 test transmissions

Friends and colleagues such as Horacio Nigro Geolkiewsky and Alejandro Álvarez have suggested on various occasions to evaluate the performance of the transmitter in use by LRA36 Radio Nacional Arcángel San Gabriel in USB mode. I transmitted this concern to the operator and technical manager of the Damian Tranamil station, who considered it possible to carry out some tests taking into account both the mode of emission and the propagation at the appropriate time.

That is why the next Saturday, July 18 and 25, between 1700 pm and 2300 UTC, there will be test broadcasts of LRA 36 on the frequency of 15476 khz USB mode.

Manuel Méndez in Spain reported, ``At about 1940 signal weakened and became inaudible. 15321``

** CHINA. 15340, July 12 at 1258, Chinese at S6-S8; Aoki shows Sound of Hope relaying RFA via Pingtung, Taiwan site all the way from 00 to 17 with only 1 kW; so this is certainly CNR1 *jamming.

** NIGERIA [non?]. 15120, July 12 at 0621, JBA carrier, possibly Voice of Nigeria; when I heard this broadcast on 11770- instead of 9690- instead of 7255-, I remarked, ``what`s next, 15120?``. Tonight all three lower frequencies are vacant, and 19m is barely propagating anything, the Midnight Sun helping.

However, CRI Beijing site is on 15120 at 0300-0700; Nigeria supposedly in DRM only, when active at various times between 0900 and 1900. Other JBA AM carriers on 19m now: 15160 correlating with China, 15180 with North Korea, and 15400 with BBC Madagascar (Glenn Hauser, OK, WOR)

LRA36: ricezione trasmissione speciale test in USB

Sono rimasto all’ascolto dei 15476 kHz dove operava la stazione LRA36, Radio Nacional Arcangel San Gabriel, dalle 1400 alle 1500 UTC  l’11 luglio 2020.
Il segnale, nella prima mezz'ora della trasmissione, era valutabile con un SINPO ?5131, molto rumore che sovrastava il segnale S 5/6, senza interferenze, leggermente oscillante per fading.

Dalle 1432 UTC si è cominciato ad ascoltare un segnale più decente che però, per effetto della modulazione in SSB, risultava poco comprensibile. SINPO 35232.

Negli ultimi 6 minuti di trasmissione sono riuscito a registrare il passaggio “Corazon Antartico ...LRA 36 base Esperanza” che ha tagliato la testa al toro per quanto concerne l’identificazione; infatti, per tutta la trasmissione, avevo avuto il dubbio di ascoltare una spuria.

E’ superfluo annotare che la ricezione diretta a Messina era negativa.

Condizioni di lavoro: Kiwi SDR receiver di CX8BIT (vedi screenshot) con antenna loop magnetica. QTH: Montevideo, Uruguay.

Tutto sommato il test non è stato completamente negativo. Certo, c’è ancora molto margine da colmare rispetto alle strabilianti registrazioni effettuate negli anni ’80. Un’altra osservazione, negativa, la riservo al palinsesto della trasmissione, ben lontano dai canoni classici andino-argentini ascoltati nel passato.

Vatican Radio celebrates 70th anniversary of broadcasts to Africa

Prefect of the Dicastery for Communication, Dr Paolo Ruffini will grace Vatican Radio’s English Africa Service webinar on Friday 17 July 2020.

The Holy See’s Prefect of the Dicastery for Communication, Dr Paolo Ruffini; former Vatican Radio Director-General, Fr. Federico Lombardi, SJ; Nigerian Bishop, Emmanuel Badejo representing SECAM and others are set to speak in a webinar, marking 70 years of Vatican Radio’s English language broadcasts to Africa.

Storytelling as a tool to manage tribulations

The webinar jointly organised by SIGNIS Africa and the English Africa Service of Vatican Radio will start at 2pm (CET) on 17 July. It will bring together several English-speaking Catholic communicators in Africa.  The theme of the conference is ‘Storytelling as a tool to manage racial and social tribulations in Africa.’ Explaining the webinar and theme, Head of the English Africa Service, Fr. Paul Samasumo said the team felt it was more appropriate to have a sober, reflective celebration given the sombre times we are living in.

“First, SIGNIS is the world Catholic association for communication professionals and has a presence on all continents. SIGNS Africa has of late been working to bring together Catholic Professionals in Africa, and we felt we could partner with them to host the webinar. We could have chosen to talk only about ourselves as a language programme of Vatican Radio. Still, perhaps there is more to be gained in reflecting together on happenings of the world in which we. We are delighted that the Prefect of our dicastery will be with us. And so too, Fr. Lombardi, who needs no introduction,” said Fr. Samasumo.

Catholic media have a duty to chart a pathway for the future

“Why this theme? Together with Professor Fr. Walter Ihejirika, the current President of SIGNIS Africa and others, we realised that as Catholic communicators in Africa, we have the duty of not only reporting social events but also of helping society chart a pathway for a better future. This webinar is our little effort to contribute towards providing a roadmap to this future of Africa and the world in general. We decided to use insights from Pope Francis’ 54th Message for the World Communications Day to stimulate the minds of African Catholic communicators on this important task of building a vibrant continent. We believe that if we communicate the message of the Gospel in a creative and positive manner, we can contribute, in some way, to uplifting Africa from the ashes of adversity, endless armed conflicts, poverty and discriminations to a future of wellbeing and social inclusiveness. The Catholic communicator cannot afford to stand aloof when confronted with these challenges,” said Fr. Samasumo.

Vatican Radio is 89 years old

Vatican Radio was inaugurated by Pope Pius XI on 12 February 1931. The English World Programme was launched six years later in 1937, and English language broadcasts to Africa began in 1950. In 1979 the English Africa Service as we know it today was created out of the English World Programme. The idea according, Sean Patrick Lovett, former Head of the English World Programme, was to respond to the changing trends on the African continent. The English Africa Service began with short-wave evening broadcasts.

Catholic FM radio stations in Africa re-transmit Vatican Radio

Vatican Radio has partnered with many diocesan and religious Catholic Radio Stations, in Africa, that re-transmit the daily Vatican Radio programme on their FM radio stations. A free to download podcast of the daily audio programme is available on the main Vatican News English website every evening. There is also a corresponding section of news about the Church in Africa on the main Vatican News English website. This brings news and views of the African Church to the universal Church.

President of the Nigerian Women Religious to speak

The webinar will also feature presentations from Mother Mary Claude Oguh, Superior General of the Congregation of the Sisters of the Immaculate Heart of Mary, Mother of Christ. She is the current President of the Nigerian Conference of Women Religious. Also speaking at the webinar, from South Africa will be Ms Sheila Pires, a Radio Veritas media practitioner, and Vatican Radio collaborator.

** ANTARCTICA. 15475.98-CUSB, July 11 at 1400, special USB test broadcast publicized from LRA36 for one hour, but no signal direct to here, so on to Brazilian KiwiSDRs: the best one at Pardinho is already maxed out; no signal at Campo or Rio, but good via Brasília so I stay on that for the duration.

1402, songs are playing; 1410 Spanish announcements, ID, and I think a quick one in English and maybe another language, all the rest in Spanish. Lots and lots of conversation; they certainly have no lack of stuff to talk about, but I have a hard time making it out without a loud and clear signal. Do the Esperanzans ever explain the scientific research they are carrying out; if any, or are they just there to maintain Argentina`s questionable claim to this sector of the supposedly ``international`` continent?

1417, contact info which they also repeat periodically. I tune the SDR to 15476.00 exactly in Synchronous AM mode and watch the readout of the ``carrier``, constantly jumping around in Hz: 152, 211, 201, 199, 173, 169, 190, 197 etc. I`m not sure if this be significant and exactly what it mean --- maybe attempting to lock onto it minus some 200 Hz without success since carrier is so far reduced. Yes, there is a carrier, obvious if you tune to 15475.0-USB and hear the het/tone. This broadcast had been publicized as something new in USB as if it had not been in USB all the time. Maybe the carrier has been reduced more than usual, but not eliminated.

By 1450 it`s faded up better, with laughter, song, but by 1454 I`m distracted by TVDX from The Metroplex: see USA. 1458, ``Nacional, La República`` ID as this may be simulcast on the domestic LRA network, and multi-digit phone number, toll-free? 1507-1520, caller with a very hoarse voice, outro ID as Alejandro Ortiz; seems like he`s at one of the other bases? 1521 music and program ID as `Corazón Antártico`.. 1542 mention Adrián Korol, head of RAE who apparently arranged this broadcast. 1558 another caller ends, ID, jingle; 1601 credit plugs for regular Wednesday show, music, yet another caller. 1621 music bit, 1640 song with bandoneón, music only still going past 1700. Really nice and I stick with this instead of Gounod`s Faust on KUCO. 1718 says its ``Miguel Figueroa y su Conjunto``. Still 1725+. 1730, another brief plug for `Corazón Antártico`, miércoles 11-13` local time, but that`s also name of program now at 1732. 1739+, To be continued?

[non] But from 1605 to 1700 it`s in the background as I was mainly listening to `The Score` on KUCO-FM webcast, this week tributing the late Ennio Morricone, with his great cinemusic, to be continued next week! (Glenn Hauser, OK, WOR)

** CHINA [and non]. CNR1 jammer survey, July 11 from 1322, and there are lots of them, starting with the only one with equal level from victim:

15165, S8/S9+10 two Chinese talkers mixing, so in this case only, VOA is holding its own at least over here if not inside China. It`s 13-14 only via THAILAND, and from that angle the 14-degree azimuth is also aimed toward us far beyond (like HSK9`s NAm service at 6 or 38 degrees which never comes in this well after 0000).

Now to quick scan of all the others, not all evaluated for strength or //, some presumed, and never any Firedragon music: 15130; 14500 JBAC; 13835 echo; 13530 S9/+10; 13160; 12880; 12870 S9+10/20; 12820 S3-5; 12800 S8-9; 12500 S5-9; 12190 S4-7 vs CODAR.

** CUBA. 5040, July 11 at 0547, RHC not in wrong language Spanish, but instead English tonight, // 6000 distorted, 6100 & 6145 good, 12200 poor; so we again have a `Cuban 5` despite deletion of 6060. Something`s always wrong at RHC (Glenn Hauser, OK, WOR)

** CUBA. 7335, 7345, 7365, 7405, 7435, July 11 at 0556, residual jamming on all these Mart? frequencies, even the DRM one, despite it being totally off SW between 04 & 10 UT for months now. They do not all sound exactly the same, different pulsing and pitching. The incompetent and hugely wasteful Jamming Command also has no consideration for innocent bystations. Think how many undernourished Cubans could be fed for the cost of all that electropower alone! (Glenn Hauser, OK, WOR)

At 0226 UT Sat July 11 I wrote to mysterypirateradio@gmail.com -- NO 3955 signal here in OK, nor at the Rockport Maine SDR, so I listen via UTwente in Holland, from 0158 past 0225 UT there are songs with pauses, but no announcements heard so have no idea whether it is really your program. I did publicize this on World of Radio, and reminded the WOR iogroup less than half an hour before:

``Their attempt for North America is imminent, 0200 UT Sat on 3955 from Germany. Certainly no signal here at 0138 check if it`s on. Lots of storm noise and doubt hams will clear the channel. Maybe to east coast remotes? Glenn``

No replies to that and only an autoreply from MPR. However, by 0255, Maine SDR was getting a JBA carrier on 3955 (Glenn Hauser, OK, WOR)

** U S A. WORLD OF RADIO 2042 monitoring: confirmed first WRMI broadcast, Friday July 10 at 2200 on 9955 --- JBA here, so check KiwiSDRs where it`s aimed; good at both TWR Bonaire and Pardinho SP Brasil; occasional trace of jamming underneath at fades.

Also confirmed here at 0139 the 0130 trimulcast on WRMIs: 5010 S9+10/20 vs high storm noise level; 7780 S9/+10 but slightly less noise; 5850 VG S9+30/40 aimed thisaway. Comparing to Pardinho SP Brasil at 0150: 5010 best, 5850 sufficient surprisingly since it`s headed NW from FL; and worse 7780 to the NE. Next:

No, soon they talk about Allan being topless in the FL heat, nicknames, which I know I have heard before in the last few weeks, so it`s a rerun. Direct on SW checked at 0018, 7490 is close to .0 and best but only fairly heard; 6159.9 also active, probably not synchronized, but poor in noise; and 5130 a JBA carrier (Glenn Hauser, OK, WOR)

Propagation News – 12 July 2020

An elevated solar wind stream moved past Earth late on 4 July and early on the 5th, sending the Kp index to three. This was the most significant solar event of the last week as otherwise the Sun remained calm. The Kp index remained at one or zero for the rest of the week, which no doubt helped boost propagation. There were no sunspots this week after the minor group, region 2766—which pushed the sunspot number to 12—vanished on Monday. Note that the number 12 represents two sunspots (2) in one group (+10), so it wasn’t quite as exciting as it sounds. Otherwise there was little to write home about. Sporadic E continues to be the major mode of propagation, although there were days when it was more sporadic than the previous week! We have probably seen the best of the sporadic E season now although it should keep running until late August, albeit at lower levels. If previous experience is anything to go by, we can expect a few bigger openings yet so please don’t write off 10 metres completely.

The NOAA space weather prediction for next week doesn’t exactly inspire either. It has the solar flux index pegged at 68-69, with a maximum planetary Kp index of two. The STEREO Ahead spacecraft view shows very little in the way of forthcoming activity, other than a few bright spots in the extreme ultraviolet view that may or may not come to something as the Sun rotates.

Looking for some good news, according to the Chilton ionosonde data, 20 metres is generally staying open on 3,000km paths until around midnight on most nights, although you may find 30 metres more reliable.

VHF and up:

It’s looking like another week of changes with last week’s unsettled weather making way for a new ridge of high pressure over this weekend. This means that, after a period of potential GHz bands rain scatter, we are now heading into some tropo prospects, especially in the south, for paths into France and across Biscay to Spain. But low pressure is never far away to the north, particularly after mid-week when a low passes close to Scotland and showery fronts are driven across the country to give a few rain scatter options again.

The sporadic E season is still out there and as usual the best advice is to check the bands and clusters for activity mid-morning and again late afternoon and early evening.

This Sunday, Moon declination goes positive and 144MHz sky noise is low but rising as the week progresses. Apogee is Sunday night so path losses will be falling throughout the week. Peak Moon declination is just a week away, meaning longer Moon windows—time to get that EME system up and running again.

There are no major meteor showers this week, so continue to operate around local dawn for the best chance of random meteor scatter contacts.(rsgb.org)

Proposed Shortwave Station in Illinois Prompts an Objection

There’s a plan in the works to build a new international shortwave radio station in Illinois, one that would use the Digital Radio Mondiale modulation system. But now several prominent members of the U.S. shortwave community are asking the Federal Communications Commission to take a closer look first.

Parable Broadcasting Co. in April asked the FCC to allow it to build the station in Batavia, Ill., west of Chicago, using the call sign WPBC. It wants to offer “broadcasting and data services.”

Specifically, Parable wrote that the station would “serve the areas of Europe that may be authorized by the commission. The planned broadcast content includes religious and educational programming, as well as data content provided by third parties.” It added that it wants to “take advantage of the recent push by the National Association of Shortwave Broadcasters to develop and provide content for the growing DRM market.”

Now three individuals, collectively called the High-Frequency Parties, filed an informal objection. It’s that wording about data content that concerns them.

Bennett Z. Kobb, Kim Andrew Elliott and Christopher D. Rumbaugh said international broadcast stations in the U.S. are intended “to be received directly by the general public in foreign countries.”

Now they told the FCC that it is impossible to tell from the Parable application whether all of the data services and data provided by third parties will qualify.

Elliott is a former VOA employee who produces the program “Shortwave Radiogram” and is active on Twitter. Rumbaugh publishes the DRMNA.info website. Kobb has held various roles in radio and telecommunications including launching a telecom newsletter and writing books about spectrum allocations. He currently is a government contractor. The three have filed joint comments to the FCC before.

They wrote to the commission: “Various elements of the application and its geographical location suggest that the station will be engaged in the provision of point-to-point data services for hire, a common carrier or private carrier of messages not ‘intended for direct reception by the general public’ and not ‘to be received directly by the general public in foreign countries.’”

Nothing in the rules allows non-broadcast service, including ancillary or auxiliary services, they continued. “The applicant proposes to use the Digital Radio Mondiale (DRM) standard. All data messages from this station must be in a form readily decoded by ordinary DRM receivers and rendered as publicly accessible content without encryption or obscuration of their purpose or meaning. While Section §73.758 authorizes ‘datacasting’ to stations using DRM, it does not allow any form of datacasting that is not also broadcasting.”

They said they’re definitely not against international data broadcasts or to DRM. (“Our members pioneered such services at the Voice of America and have operated DRM promotional websites recognized by the DRM Consortium for more than a decade.”) But they said someone wishing to conduct commercial HF point-to-point messaging for third parties should do so in a service dedicated to that function; if none exists they should petition the FCC for one.

While the FCC has authorized international data stations experimentally, those were “never conceived to engage in revenue operations indefinitely as an alternative to regular spectrum allocations and transparent, public license assignment procedures.”

In a separate email to Radio World, Kobb noted recent news coverage of shortwave applications for private data communication services such as instant stock trading; examples are here and here. Kobb emphasized that the objectors have no reason to think Parable is associated with those particular projects.

But regardless of audio programs that Parable may transmit, the three told the FCC that licensing a point-to-point message facility this way would be “an impermissible excursion around formalizing an international private data service or updating existing rules to accommodate it.” So they say the commission FCC should require Parable to certify that “no nonpublic, non-broadcast, nondisclosed, encrypted, confidential or clandestine data messages shall be sent over the proposed station.”

They added that the FCC needs to update its “hoary Part 73F rules, some dating from the 1930s and now without any articulable public interest basis.” These include “excessive” minimum required power level and a prohibition on domestic service. “Rule changes might embrace data communications under an expanded scope of service.”

Radio World invited comment from Parable via its attorney, Donna Balaguer of Fish & Richardson P.C. She replied in an email: “We have just received the informal objection and require time to review it.  However, Parable Broadcasting Company proposes to provide valuable cultural and educational content overseas, as intended by the FCC for International Broadcast Stations. Parable’s application complies with FCC rules in all aspects.”

The application lists a Virginia address for the company and lists Stephen J. Bartlett as president. Its consulting engineer is Stephen Lockwood of Hatfield & Dawson Consulting Engineers, whose engineering work can be seen in the application. Parable’s facility would operate on the 5.9–15.8 MHz international shortwave bands with 15 kW power. Two 10 kW Amplifier Systems transmitters (main and standby) would feed 550 feet of 5-inch Comscope pressurized coax to a “super high gain” TCI log-periodic antenna system. The latter would consist of three towers, including two at 184 feet, with antenna power gain of 18.0 dBi, which the application notes is “a multiplier of 63.1.” (radioworld.com)
