** MEXICO [and non]. 1060-, [slightly on the lo side] Dec 19 at 0230 UT I`m looking for the new XERDO in Reynosa, Tamaulipas, as reported by KAZ. There is a bigsig dominating with romantic music in Spanish, ``cada canción``, but it`s E/W, not N/S; and 0233 ID as ``KXPL [letters pronounced in English], Radio El Paso-Juárez, con su música, toda A-M``, then ranchera. However it disappears abruptly at 0234.4*. It is *supposed* to be a 10-kW daytimer-only. Official FCC sunset for it in December is 0000 UT (January: 0030 UT). It does have a PSSA of a hefty 7 watts! But in December that would last only until 0200 UT.
1060, as soon as KXPL goes off, I can now get a weaker SS station from the N/S at 0234 UT Dec 19; SHVA exclaims ``10-60, la estación de todos``, but heavy QRM. This may well be XERDO. [Yes! See below]
On NRC-AM, Neil Kazaross, IL, reported Dec 17: `` For the past couple of nights I'd noted a signal on the high side of 1060 in Spanish and since XEEP was also noted as usual and since KIJN had been noted running all night earlier in the season, I didn't pay any attention to it. Last night it was quite strong and certainly didn't sound like religious Spanish programming, and wasn't XEEP so I paid more attention to it. My Perseus measured the frequency as 1060.076.
At 0400 UTC I recorded a nice ID with calls and "La Raza" slogan and 7000 watts mentioned and an address in Reynosa.

That clinches it for me as I heard the same slogan. Altho XERDO on 1060 from Reynosa instead of 1450 from Matamoros changed too recently to make it into the IRCA Mexican Log or the WRTH 2015, it was already reported more than a biweek ago by Greg Hardison. At the time I did not realize it was newly on 1060:
``I've been plying a remote receiver in New Orleans, during middle-of-the-night spare time, and note this morning (Dec 2) that WLNO/1060 is off the air, shortly after 0700 UT. Frequency without local consists mostly of a battle between Ranchero XERDO, and the much more entertaining XEEP; one of whom seems to be somewhat off frequency, creating a half-buzz SAH. WLNO's woes seem financial in nature, affecting owner Communicom Corp. of America, also ex-owner of KXXT/1010 and KXEG/1280 in Phoenix. The MPM listing of it on 1060 linked above was last updated on October 16. Also says transmitter site is Vallehermoso, Tamaulipas, which is SW of Matamoros, further from the border, but also further from Reynosa. Cantú has it on 1060 as 7/2.5 kW, but nombre as ``La Radio`` and location as Matamoros, not Reynosa.
1060, at 0235 UT Dec 19 I am now getting a Spanish music station from E/W, but it`s praise music, keywords such as ``redentor``, ``bendición``, so it`s obviously the usual KIJN Farwell TX cheater, which earlier had been overcome by KXPL.

** U S A. 9395, Dec 17 at 0400, semiminute of `Feature Story News` on Global 24 via WRMI, just before WORLD OF RADIO, is really ``Olds`` as the casualty count at the Pakistan school massacre is given as only 80 + 20, much lower than we have been hearing all day on other media.
Having noted all WRMI frequencies off circa 1350 Dec 18, I asked Jeff White what the problem was and he replied at 1825 UT: ``We had power off connecting 355 antenna to number six for Global 24. It's now connected and back on air on 355 now. Jeff Sent from my iPhone`` So the change to virtually inaudible 181 antenna was much briefer than the two weeks anticipated. But remember it`s now the 50 kW Wilkinson transmitter #6, not the 100(?) kW ex-YFR #1 any more.
At 1905 I do find 9395 and the rest back on and with usual audibility; however 17790 is carrying Brother Scare // and synch with 15770, rather than R. Africa Network (which however, does subcontract BS at some other hours).

Modulation level seemed OK in the brief time I could hear it. In January they plan to expand evening English broadcasts to daily instead of weekends only.
Furthermore, this Voice of Hope is purchasing the mothballed Christian Vision/Voice site in ZAMBIA and plans to reactivate 2 x 100 kW SW transmitters there by Easter (Glenn Hauser, OK, DX LISTENING DIGEST)

** ARGENTINA. 11710.75 approx., Dec 17 at 0150, RAE carrier measured here, amid heavy QRDRM from India 11710-11715-11720, and RAE itself seems undermodulated. I`m checking this because two reports from MARE Dec 6 put it about 1 kHz higher: 11711.82. I suspect they influenced each other incorrectly, as I`ve never noted RAE on the hi side of 11711. I had also measured it Dec 13 on 11710.74 (Glenn Hauser, OK, DX LISTENING DIGEST)
** BRAZIL. 11747, Dec 17 at 0153, RNA/RNB spur from 11780.1 is JBA instead of TIA. 11747 & 11813 spurs both audible at 0546 Dec 17.
6180 at 0155 Dec 17 has a JBA carrier, probably CRI English via Kashgar, and RNA off. At 0549 recheck Dec 17, no signal at all on 6180 while 11780 inbooms plus spurs.
11747 & 11813, Dec 18 at 0708, both spurs are very poorly audible; now 6180 is on in Portuguese but very poor (Glenn Hauser, OK, DX LISTENING DIGEST)
** BRAZIL. 9725 & 11935, Dec 17 at 0153 check, no signal from RB2, Curitiba, recently reported reactivated on these SW frequencies. Suspect schedule is limited and/or irregular. ** CHINA [and non]. 9495, Dec 17 at 1514, CNR1 jammer with heavy CCI, i.e. per HFCC, IBB Chinese-Mandarin via SAIPAN at 15-16. Aoki says it`s RFA.
9440, Dec 17 at 1514, same clash as on 9495, CNR1 jammer, also vs RFA Saipan.

** COLOMBIA. 5910, Dec 17 at 0600, 1 AM timecheck, ID only as La Voz de tu Conciencia, back to music, poor-fair. Would others logging this frequency please NOT refer to it as ``Alcaraván Radio`` unless they axually announce as such. Also please note how to spell CONCIENCIA!
The other LVC, 6010, Dec 17 at 0602 different music with het and stronger; 0603 ID also as La Voz de tu Conciencia. 5910 tends to get desensitized by supersigs from WWCR 5890 & 5935 surrounding it. Sometimes they are super in the nightmiddle, sometimes not (Glenn Hauser, OK, DX LISTENING DIGEST)
** CUBA. 11760, Dec 17 at 2003, I`m tuned to the first English broadcast of RHC following the 1700 UT speeches by Press. Obama & Castro about normalizing relations. Mentioned only briefly as top story in news but afterwards until 2020 plays complete Raúl speech with English voice-over. Unless I zoned out, there was *no* mention of the anonymous US spy released, and only one mention of Alan Gross --- it was all about The Cuban Three Fifths being released and rapprochement with the USA.
11950, Dec 17 at 2059, Cuban NA plays with CCI, Spanish music, and by 2107 talking about Los Cinco; still can`t reach RHC website for schedule, but WRTH 2015 reminds us that 11950 was originally in B-14 only at 12-14 and for Mesa Redonda at 00-01; in fact there isn`t supposed to be any Spanish between 19 and 22! Nothing on 17730, the Spanish-to-Europe frequency, so moved here, or another mistake? Or rather, 17730 not supposed to start until 2200 in B-seasons.

There had been a lot of contradictory info about the times and frequencies for the revived service, apparently confusion over timezones; and registrations exceed axual usage. We quoted one complicated version from Ivo Ivanov on World of Radio 1752.

Radio Exterior to resume transmissions on Thursday, says report
Spanish news agency Europa Press reports today that Radio Exterior de España will resume transmissions on shortwave beginning Thursday December 18.
MADRID, 16 (EUROPA PRESS)
La señal en onda corta de Radio Exterior de España se reanudará este
próximo jueves a las 19.55 horas y por la mitad de su coste anterior
(pasa del 1,2 millones a los 600.000 euros), "toda vez que las condiciones
técnicas están revisadas y ya se ofrecen todas las garantías".
Así ha respondido el presidente de la Corporación de RTVE en el Congreso
de los Diputados, José Antonio Sánchez, en respuesta a la senadora 'popular'
María Josefa Nicolás por este asunto, durante la sesión de control
parlamentario mensual a la Corporación que este martes se ha celebrado en el
Congreso.
El presidente de RTVE ha precisado que el asunto estaba ya "muy polemizado
y politizado" cuando llegó y, por ello, habló con los colectivos afectados
para recabar la información correspondiente, tras la decisión tomada
antes de su llegada.
Después, pidió al Consejo de Administración revocar la decisión para
poder volver a emitir en onda corta. El pasado 4 de diciembre el Consejo
aprobó el plan propuesto y las emisiones en onda corta de REE se van
a reanudar pasado mañana, el jueves día 18, a las 19.55 horas.
La emisión se realizará de lunes a viernes, entre las 20 y las 24
horas peninsular española y fines de semana entre 16.00 y las 00.00 horas,
según ha precisado.
Además de atender al sector pesquero, ha añadido que la cobertura
en onda corta asegura por añadidura la recepción de esta franja de
programación de Radio Exterior de España en todo el contente africano e iberoamérica,
y también en centroamérica y parte del norte de América.
"La decisión se adopta para asegurar una opción adicional a Internet,
radio satélite o aplicaciones para móviles, y atiende peticiones de una
parte del sector pesquero español con un coste notablemente inferior
al que se le imputaba antes del cierre de las emisiones, que costaba
1,2 millones de euros, y ahora la mitad", ha recalcado Sánchez..
A su vez, ha indicado que en los próximos meses se instalará un sistema
de emisión automatizada que simplificará el control y mantenimiento de
toda la instalación técnica del centro emisor de Noblejas (Toledo).
"Hay cadenas que como la BBC que el español lo han reducido una hora
de lunes a viernes porque las nuevas tecnologías hacen ya obsoleta la
onda corta que está desapareciendo paulatinamente. Lo ha hecho en la
rusa, creo que Radio Vaticana también y cada día irá desapareciendo porque
se está sustituyendo por las nuevas tecnologías e Internet", ha sentenciado
el jefe de la Corporación.
En otra respuesta, Sánchez ha subrayado además el esfuerzo por adelantar
la emisión en Alta Definición (HD) en los Centros Territoriales de RTVE.
La fecha prevista es el 31 de marzo en Canarias, Madrid y Cataluña y
el 30 de junio para el resto de comunidades.
Preguntado por las principales características del plan anual del
cine español que ha aprobado TVE para 2015, Sánchez ha indicado que se
está estudiando la posibilidad de asociarse con productores para que
vean la luz obras audiovisuales de interés para la cadena, tanto por
contenido como por oportunidad de negocio.
El presidente de la Corporación ha tenido que responder también a
una pregunta del senador 'popular' Dámaso López sobre las medidas a adoptar
para que las imágenes duras que se ofrecen en TVE sean previamente
alertadas.
En este sentido, Sánchez ha reconocido que este asunto representa
una de las mayores quejas de la audiencia pero también ha advertido de
que estas mismas noticias están fuera del horario de protección reforzadas
y sus contenidos no son para menores. Eso sí, ha remarcado que se hará
un esfuerzo en la materia.
APROBACION DE INICIATIVAS
Finalmente, la comisión ha aprobado a instancias del PP una iniciativa
sobre el impulso a la calidad en la programación de RTVE, dentro de las
restricciones presupuestarias, y otra para mejorar la información
meteorológica de utilidad para los turistas de esquí y montaña que la radiotelevisión
pública proporciona.
Junto con PSOE y CiU se ha acordado una iniciativa, que ha sido aprobada
por unanimidad de todos los grupos parlamentarios, en la que piden una
racionalización de los horarios en la programación de TVE, así como
concienciar al resto de operadores públicos y privados en la misma línea, tal
y como recoge el informe de la subcomisión de racionalización de horarios
de las Cortes. Precisamente ayer RTVE y Sanidad firmaron un convenio
en materia de racionalización de horarios en la Pública.

In the next half hour the situation is resolved, by when I am watching mostly 7 Network coverage both via MSNBC and CNN. 7 superimposes its big 7 logo continuously moving across the screen over the event video. That`ll keep any other network from pirating their video! I`ve never seen a US network do that so obtrusively. Much earlier around 0500, Ron Howard heard IDs for ``702 ABC Sydney`` on 15300, so was that really radio or even then RA relaying/relying ultimately on TV coverage?

** U S A. WORLD OF RADIO 1751 monitoring: JBA on 9395, Global 24 via WRMI, Monday Dec 15 at 2201 --- I think I can recognize my voice, and that`s it. WRMI has now switched transmitters for G24, and antenna to the 181 degree azimuth on hi takeoff angle, which makes for much inferior reception back here in North America, but it should be good in Cuba!
I`m afraid we`ll have to write off listening to G24 at all for the rest of the year until planned resumption of 355 degree antenna for it. Meanwhile, measures have been taken at least to assure that the WOR airings on G24 are only the latest edition. Next:

So once again, scheduled programming from G24 has crashed, setting off the far-too-limited repertoire of fill music. They really need to expand it for more variety! I understand that they are trying to become more reliable.
By 2201 UT Dec 15, the 9395 signal is JBA, as WRMI has switched from #1 transmitter on 355 degree antenna, to #6 on 181 degrees and hi takeoff angle best for close-in coverage. At 0644 UT Dec 16 check, it`s fair with RFI relay during sports segment, but much weaker than usual in the nightmiddle. At 1420 Dec 16, 9395 is very poor, weaker than 9400 KURDISTAN [non]. At 1501, 9395 is JBA, then I can recognize the voice of Amy Goodman but cannot copy what she is saying on `Democracy Now`.
The 9395 transmitter #6 is now the historic Wilkinson unit originally at R. Clarín, Dominican Republic, and then at WRMI Hialeah during the pre-Okeechobee years. Peter W Hansen reports:

Now it`s David Ricquish from NZ, then George Brown from Scotland, someone from Arctic, and Anker again. I didn`t think to check 7570 which is normally // 15770 during the 21-22 breakaway from BS, but at 2158 I am hearing the same fill music there. ** OKLAHOMA. 1640, Dec 14 at 1950 UT, KZLS Enid is finally modulating again after *19 hours* of dead air! Or maybe only 15.5+ hours since my last previous check was at 1618. Geez, what a sorry excuse for a radio station (Glenn Hauser, OK, DX LISTENING DIGEST)
** U S A [and non]. 9810, Dec 16 at 1422, ute blatts interspersed with CW IDs for WLO, i.e. Mobile AL coastal station. Hadn`t heard such an ID before on this frequency and was not aware WLO the intruder source. QRMs weaker broadcaster on 9810 which would be BBC Persian via OMAN (Glenn Hauser, OK, DX LISTENING DIGEST)
** U S A. WORLD OF RADIO 1751 monitoring: JBA on 9395, Global 24 via WRMI, Monday Dec 15 at 2201 --- I think I can recognize my voice, and that`s it. WRMI has now switched transmitters for G24, and antenna to the 181 degree azimuth on hi takeoff angle, which makes for much inferior reception back here in North America, but it should be good in Cuba!
I`m afraid we`ll have to write off listening to G24 at all for the rest of the year until planned resumption of 355 degree antenna for it. Meanwhile, measures have been taken at least to assure that the WOR airings on G24 are only the latest edition. Next:

** U S A. 9395, Dec 15 at 0633, Global 24 via WRMI, fair-good with fill music: ``Horse with No Name``, 0634 jarring segué to Bach (the same familiar piece as always: there are so many of them that I`m not sure of the title of this one). So once again, scheduled programming from G24 has crashed, setting off the far-too-limited repertoire of fill music. They really need to expand it for more variety! I understand that they are trying to become more reliable.
By 2201 UT Dec 15, the 9395 signal is JBA, as WRMI has switched from #1 transmitter on 355 degree antenna, to #6 on 181 degrees and hi takeoff angle best for close-in coverage. At 0644 UT Dec 16 check, it`s fair with RFI relay during sports segment, but much weaker than usual in the nightmiddle. At 1420 Dec 16, 9395 is very poor, weaker than 9400 KURDISTAN [non]. At 1501, 9395 is JBA, then I can recognize the voice of Amy Goodman but cannot copy what she is saying on `Democracy Now`.
The 9395 transmitter #6 is now the historic Wilkinson unit originally at R. Clarín, Dominican Republic, and then at WRMI Hialeah during the pre-Okeechobee years. Peter W Hansen reports:
``This is what I learned about transmitters #5 & #6 when I was there for the open house. #5 does not work and will probably never work. Cannot get parts to repair. #6 has just been installed after move from Miami. ** U S A. 7455, Dec 15 at 0023, tune-in late to the Rhein-Main Radio Club special, interviews recorded at EDXC Conference, Sept in Nice, France. Anker Peterson of DSWCI is mentioning how they plan to close down the club at the end of 2016 as most of the members are aging. At 0036 it`s Alex --– from St Petersburg. At 0040 Dave Kenny of BDXC-UK; 0049 Christian Ghibaudo, organizer of the conf. It seems they had 29 people attending from 9 countries, which is considered a success. Music fill later, and surprised at 0057 to hear QUA QUA QUA sent in Morse. What`s that? Did they intend to send QRA?? No, per Wikipedia,
``QUA: Have you news of (call sign)? --- Here is news of (call sign)``
Then `Chariots of Fire`; 0100 cut to R. Paradise (TruNews). 7455 was by far best here, but also on 5850 poor, and 5015 JBA. All three normally start at 0100 with TruNews.
There`s another repeat of the RMRC special scheduled for Monday Dec 15 at 2100 on WRMI 15770, but I don`t get it tuned in until 2112. Now it`s David Ricquish from NZ, then George Brown from Scotland, someone from Arctic, and Anker again. I didn`t think to check 7570 which is normally // 15770 during the 21-22 breakaway from BS, but at 2158 I am hearing the same fill music there. Jeff White confirms the RMRC hour was also on unpublicized 7570 (Glenn Hauser, OK, DX LISTENING DIGEST)
** U S A. 12105, Dec 14 at 1953, open carrier/dead air from WTWW-3. Just for giggles, I leave the YB-400 on this frequency with the volume turned up and it stays dead all afternoon, finally coming to life Dec 15 at 0012 with some music and talk in unID language, probably Yoruba as originally scheduled for after midnite in Nigeria; but at 0014 switch to Mitch Miller for Xmas music, 0016 First Noel, 0021 ID and Joy to the World. By now the signal is fading, only fair. Ted`s Xmas music extravaganzas on WTWW-2 and WTWW-3, lacking any paid programming, would not be so boring if he played something other than the same old carols over and over. ** U S A. 1590, Dec 15 at 0638 UT, as I tune by, immediately hear ID as ``95-7 The Force`` (?), but searching this leads nowhere on the WTFDA FM database, nor Googling. The answer is in the NRC AM Log, searching 1590 by eye, line by line, to find: KGFK East Grand Forks MN, U4 5000/1000, is // K239BG, ``95-7 The Forks``. NRC Pattern Book shows at night it`s supposed to be from SW to NE, null to the SE. Day pattern would be better for us, cardioid with null to the WSW. Yet another station allowing the translator tail to wag the dog of an AM frequency (Glenn Hauser, OK, DX LISTENING DIGEST)
