``I read about an unknown transmission on 13705 using a digital mode. This morning, just before 15:00 UTC, I quickly tuned to the channel and was able to decode the following using FLDigi software. I'm located in Victoria, BC, Canada and used a Perseus SDR radio, and a Flag antenna. I'd appreciate information on where this transmission originates, the power, antenna azimuth, and purpose of the transmission. I recall the old VOA Radiogram show from years ago from Kim Elliott.
