Radio Liberty back on 1386 for Belarus

In view of the current situation in Belarus, RL is reviving the relays of its Belarusian service on 1386 from Lithuania. This starts today (12 August) at 1800-1900 and 2000-2100 GMT. See RL's announcement at https://www.svaboda.org/a/30778552.html

Note that the previous relays on 1386 stopped in April 2019.
