Re ??? one more strange veiled surprise of broadcasting in 'P5 - land' ?

Today May 27th at 10.20 UT observed on 3205.003 kHz on remote Hiroshima
Japan Perseus SDR rx unit, S=9+25dB strength.

more questions:

2850 kHz was a strange out-of-band frequency in use, like in good old
communist Vietnam_war-Tirana-Korea era in past 60 years.

3205 kHz seems an in-band frequency ? 3200-3400 kHz acc ITU regulations ?
The Communist Koreans want to join the usual UN-ITU agreements ?
when Mr Drump leaves the world organizations these days...  😉

2850 kHz old Soviet transmitter, - or their not-matching 2850 kHz antenna
are FAULTY now ? and need to replace to cover the peninsula Korean's

3205 kHz KCBS Pyongyang erected a new transmitter unit in the capital bcast
center?
Could be in-band TX type of Made in China BBEF Beijing 50 kW type ?
The biggest MW/SW transmitter factory worldwide even sent units to
3rd world countries like in Africa as development aid.

KOREA NORTH. new frequency of 3205, KCBS. Am always grateful for the
insightful comments received from Martyn Williams (journalist,
researcher and expert on N. Korea), who has made the following helpful
observations:

"Interesting that they are apparently off 2850.
That's been one of the long-time, long-running frequencies.

I see several possibilities:

1) 2850 developed a fault and is temporarily off air. With the Chinese
border more or less closed right now, it could be a protracted closure
should NK need parts from overseas. If this is the case, 3205 could be a
temporary back-up that are having trouble with or totally unrelated
to the loss of 2850.

2) 2850 is gone and 3205 is the replacement (but why shift from a
long-established frequency that was never jammed?)

3) 3205 is a black-ops station and they're running KCBS as filler while they
test propagation

It's a bit early to tell, so we keep listening. FWIW, 2850 has appeared weak
for months although I have not studied it. But every time I tune on
an SDR, the reception has been weak and I did think that it used to be a lot
better. However, you're in a much better place to measure this as
you listen regularly from the same spot with the same radio."
